A Importância do componente socioeconômico no licenciamento ambiental da faixa de infraestrutura em Pontal do Paraná

Abstract

Resumo: A Zona Costeira Brasileira é marcada pela interação ecológica entre ecossistemas marinhos e terrestres, dentre estes destaca-se o bioma da Mata Atlântica, e toda e qualquer intervenção nestas áreas requerem atenção especial seja do Poder Público, seja das Organizações e Instituições interessadas e da Sociedade Civil. Diante deste cenário surge o projeto da Faixa de Infraestrutura, no litoral paranaense, que além de atender uma demanda local pelo desafogo da PR-412, atravessando de ponta a ponta o município de Pontal do Paraná servirá de apoio logístico a uma Região Industrial / Portuária congregando ao todo cinco obras: uma rodovia (duplicada e com quatro vias coletoras ligando a Via Arterial à Pr-412), um ramal ferroviário, um canal de drenagem, uma linha de transmissão e um gasoduto. Buscou-se destacar a evolução da análise socioeconômica em estudos ambientais, analisar o componente socioeconômico no contexto da Estudo de Impacto Ambiental e apresentar a situação da questão indígena e os Programas Ambientais. Abstract: The Brazilian Coastal Zone is marked by the ecological interaction between marine and terrestrial ecosystems, among which the Atlantic Forest biome stands out, and any and all interventions in these areas require special attention whether from the Public Power, from interested Organizations and Institutions and from Society Civil. In view of this scenario, the Infrastructure Strip project arises, on the coast of Paraná, which in addition to meeting a local demand for the release of the PR-412, crossing the municipality of Pontal do Paraná from end to end will serve as logistical support for an Industrial / Port Region. bringing together five works in all: a highway (duplicated and with four collecting routes connecting the Via Arterial to the Pr-412), a railway branch, a drainage channel, a transmission line and a gas pipeline. We sought to highlight the evolution of socioeconomic analysis in environmental studies, analyze the socioeconomic component in the context of the Environmental Impact Study and present the situation of the indigenous issue and the Environmental Programs.
