Direitos humanos para quem? : uma investigação sobre o conceito de humano no Plano Nacional de Educação em Direitos Humanos

Abstract

Resumo: A presente pesquisa aborda a temática dos direitos humanos e sua relação com o conceito de "humano" no contexto do Plano Nacional de Educação em Direitos Humanos. A pesquisa utiliza a análise do discurso como abordagem teórica-metodológica para examinar como o PNEDH aborda a noção de "humano" e como essa abordagem influencia a compreensão e implementação dos direitos humanos. O estudo explora como o PNEDH define e conceitua o termo "humano" ao longo de seu texto, considerando os discursos presentes em suas diretrizes e propostas, para isso tem o seguinte questionamento: "Como o conceito de humano está elencado no Plano Nacional de Educação em Direitos Humanos?", da mesma forma tem por objetivo geral investigar o conceito de "humano" delineado no Plano Nacional de Educação em Direitos Humanos no contexto brasileiro, destacando suas implicações sociais, culturais e políticas. A análise do discurso permite compreender as representações e significados atribuídos ao conceito de "humano" no contexto dos direitos humanos, explicitando possíveis viéses, limitações ou perspectivas inclusivas. Ao investigar o PNEDH sob essa perspectiva, esse trabalho visa entender como as concepções de "humano" presentes no plano podem influenciar o alcance e eficácia da educação em direitos humanos. Isso inclui a análise de como diferentes grupos ou categorias de pessoas são considerados ou excluídos nas definições presentes no documento, bem como as implicações éticas e práticas dessas concepções. Em suma, a pesquisa proposta visa não apenas compreender o conceito de "humano" no Plano Nacional de Educação em Direitos Humanos, mas também oferecer insights críticos e empiricamente fundamentados que possam informar a melhoria contínua das práticas educacionais e, por conseguinte, contribuir para o fortalecimento da cultura de respeito aos direitos humanos no Brasil.

Abstract: The present research addresses the theme of human rights and its relationship with the concept of "human" within the context of the National Plan for Human Rights Education. The research employs discourse analysis as a theoretical-methodological approach to examine how the NPHRE addresses the notion of "human" and how this approach influences the understanding and implementation of human rights. The study explores how the NPHRE defines and conceptualizes the term "human" throughout its text, considering the discourses present in its guidelines and proposals, and thus poses the following question: "How is the concept of 'human' outlined in the National Plan for Human Rights Education?" Similarly, its general objective is to investigate the concept of "human" delineated in the National Plan for Human Rights Education within the Brazilian context, highlighting its social, cultural, and political implications. Discourse analysis enables the understanding of the representations and meanings attributed to the concept of "human" within the context of human rights, elucidating possible biases, limitations, or inclusive perspectives. By investigating the NPHRE from this perspective, this work aims to understand how the conceptions of "human" present in the plan can influence the reach and effectiveness of human rights education. This includes analyzing how different groups or categories of people are considered or excluded in the definitions presented in the document, as well as the ethical and practical implications of these conceptions. In summary, the proposed research aims not only to understand the concept of "human" in the National Plan for Human Rights Education but also to offer critically and empirically grounded insights that can inform the continuous improvement of educational practices and, consequently, contribute to strengthening the culture of respect for human rights in Brazil.
