Parcerias na educação : uma efetiva participação da sociedade civil?

Abstract

Resumo: O presente estudo analisa a questão da parceria entre Estado e sociedade civil no âmbito da educação tendo como recortes geográfico e temporal o Brasil do governo Cardoso (1995-2002). As parcerias, que são compreendidas em suas múltiplas relações com o projeto neoliberal que se apresenta na atualidade (e que dá suporte à reestruturação geral do capitalismo de modo a mantê-lo hegemônico), configuram-se como um instrumento ideológico de mobilização da sociedade em face da precarização das políticas sociais. A sociedade civil (representada pelo terceiro setor) é convocada a se auto-responsabilizar pelo tratamento da questão social (no caso deste trabalho, a educação) que é negligenciada pelo Estado. Este, por sua vez, deixa de garantir os direitos conquistados e se afasta das políticas relativas à proteção social em função das idéias de cunho neoliberal que apregoam a necessidade de corte dos gastos sociais, a descentralização e a privatização de serviços públicos. As parcerias, assim sendo, guardam características de despolitização e privatização, pois a mobilização requerida não visa à transformação da realidade e tampouco à defesa das instituições e dos bens e serviços públicos. Para efetivar a análise, que se fundamenta no materialismo histórico-dialético, buscou-se apoio na teoria ampliada de Estado de Gramsci, a qual considera que Estado e sociedade civil são partes constitutivas de uma mesma organicidade e não elementos opostos e separados como pressupõe a ideologia (baseada na solidariedade individual e voluntária) que incentiva a efetivação das parcerias e é divulgada tanto pelo Estado quanto pela "sociedade civil organizada" representada pelo terceiro setor. Os dados empíricos analisados referem-se aos programas Acorda, Brasil - Está na Hora da Escola, do Ministério da Educação, e Escola Campeã, do Instituto Ayrton Senna. Abstract: The present study analyzes the subject of the partnership between State and civil society in the ambit of the education tends as geographical cuttings and temporaly the government's Brazil Cardoso (1995-2002). The partnerships, that are understood in your multiple relationships with the neoliberal project that comes at the present time (and that gives support to the general restructuring of the way capitalism to maintain himself hegemonic), they are configured as an ideological instrument of mobilization of the society in face of the precarisation of the social politics. The civil society (represented by the third sector) it is summoned to take the responsibility for the treatment of the social subject (in the case of this work the education) that is neglected by the State. This stops guaranteeing the conquered rights and stands back from the relative politics to the social protection in function of the ideas of neoliberal stamp that divulge the need of cut of the social expenses, the decentralization and the privatization of public services. The partnerships, like this being, they keep characteristics of despolitization and privatization, because the requested mobilization doesn't seek to the transformation of the reality and either to the defense of the institutions and of the goods and public services. To execute the analysis, that is based in the historical-dialetic materialism, support was looked for in the enlarged theory of State of Gramsci, which considers that State and civil society are constituent parts of a same reality and not opposed elements and separate as presupposes the ideology (based on the individual and voluntary solidarity) that motivates the realization of the partnerships and it is published so much by the State as for the "organized civil society" represented by the third sector. The analyzed empiric data refer to the programs Wake up, Brazil - It's School Time, of ministry of Education, and Champion School of the Ayrton Senna Institut.
