Abstract

Resumo: Esta pesquisa analisa a participação da sociedade no desenvolvimento das políticas educacionais no município de Pinhais. Busca responder o seguinte problema: Como vem ocorrendo a participação do Conselho Municipal de Educação (CME) na elaboração, monitoramento e avaliação do Plano Municipal de Educação de Pinhais (PME-Pinhais - 2015-2025)? Estabeleceu-se como objetivo geral: Analisar como se deu a participação do Conselho Municipal de Educação na elaboração, monitoramento e avaliação do Plano Municipal de Educação de Pinhais (2015-2025), com vistas à efetivação da interface socioestatal nesse processo. Para atingir esse propósito, definiu-se como objetivos específicos: Compreender os conselhos municipais de educação como mecanismos de interface socioestatal; Analisar a participação do Conselho Municipal de Educação (CME) do município de Pinhais na elaboração do Plano Municipal de Educação (2015-2025); Identificar as ações desenvolvidas pelo CME no monitoramento e avaliação do PME-Pinhais. Para tanto, o percurso metodológico configurou-se como uma pesquisa de caráter qualitativo, sendo o CME de Pinhais definido como objeto de estudo e explorado por meio de entrevistas e dados documentais como Relatórios de Monitoramento e Avaliação, legislações e atas das reuniões de conselho. A análise foi realizada tendo como eixos as etapas de desenvolvimento do PME de Pinhais: Constituição do CME de Pinhais, Elaboração do PME de Pinhais, Monitoramento e Avaliação do PME de Pinhais, a partir das categorias de participação social e interface socioestatal, com vistas a articular as informações disponibilizadas pelos dados coletados aos fundamentos teóricos e aos documentos oficiais publicizados. Como resultados, a investigação concluiu que o CME de Pinhais participou ativamente do processo de elaboração, monitoramento e de avaliação do PME de Pinhais, configurando-se como uma importante instância de interface socioestatal, identificando como desafios a alteração dos técnicos responsáveis pelo monitoramento, a falta de participação de alguns conselheiros, a grande quantidade de metas inseridas no plano e a necessidade de qualificação dos registros das reuniões

Abstract: This research examines the participation of society in the development of educational policies in the municipality of Pinhais. It seeks to address the following problem: How has the involvement of the Municipal Education Council (CME) in formulating, monitoring, and evaluating the Municipal Education Plan of Pinhais (PME-Pinhais - 2015-2025) been taking place? The general objective was established as follows: To analyze how the Municipal Education Council participated in the formulation, monitoring, and evaluation of the Municipal Education Plan of Pinhais (2015-2025), to realize the socio-state interface in this process. To achieve this purpose, specific objectives were defined: To understand municipal education councils as mechanisms of socio-state interface; To analyze the participation of the Municipal Education Council (CME) of Pinhais in the formulation of the Municipal Education Plan (2015-2025); To identify the actions developed by the CME in the monitoring and evaluation of the PME Pinhais. To this end, the methodological approach was configured as qualitative research, with the CME of Pinhais defined as the object of study and explored through interviews and documentary data such as Monitoring and Evaluation Reports, legislation, and minutes of council meetings. The analysis was conducted based on the stages of development of the PME of Pinhais: Establishment of the CME of Pinhais, Formulation of the PME of Pinhais, Monitoring and Evaluation of the PME of Pinhais, using the categories of social participation and socio-state interface, aiming to articulate the information provided by the collected data with theoretical foundations and officially published documents. As results, the investigation concluded that the CME of Pinhais actively participated in the process of drafting, monitoring, and evaluating the PME of Pinhais, establishing itself as an important instance of socio state interface, identifying as challenges the turnover of technicians responsible for monitoring, the lack of participation by some council members, the large number of goals included in the plan, and the need for qualification of meeting records
