A atuação do Centro de Ensino Superior de Maringá (CESUMAR) na oferta do itinerário formativo da formação técnica e profissional no Estado do Paraná (2020-2023)

Abstract

Resumo: Esta dissertação analisou a atuação do Centro de Ensino Superior Maringá (CESUMAR) na oferta do itinerário formativo para a Formação Técnica e Profissional no estado do Paraná, atuação privada fortalecida a partir da Reforma do Ensino Médio, implementada pela Lei nº 13.415, de 16 de fevereiro de 2017. O estudo teve como objetivo apresentar e analisar a relação entre o Centro de Ensino Superior de Maringá (CESUMAR) e o estado do Paraná na oferta dos cursos que integram o itinerário formativo técnico e profissional nas escolas estaduais paranaenses. A pesquisa descreveu o processo de contratação do CESUMAR, os cursos ofertados e os montantes financeiros repassados pelo governo estadual. Para atingir os objetivos da pesquisa, realizou-se um levantamento bibliográfico e uma revisão de literatura em bases de dados e produções de grupos de pesquisa que abordam a privatização na educação, com ênfase na Reforma do Ensino Médio e na privatização da educação básica. As bases consultadas foram o Banco de Teses e Dissertações da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), a Scientific Electronic Library Online (SciELO), o Observatório do Ensino Médio da Universidade Federal do Paraná (UFPR), o Grupo de Estudos e Pesquisas em Política Educacional (GREPPE) da Universidade Estadual de Campinas (UNICAMP) e o Grupo de Pesquisa Relações entre o Público e o Privado na Educação (GPRPPE) da Universidade Federal do Rio Grande do Sul (UFRGS). A análise documental complementou a pesquisa por meio do exame de contratos, aditivos e apostilamentos firmados entre o Estado do Paraná e o CESUMAR, com informações obtidas no Portal da Transparência e em outras fontes governamentais. Essas análises permitiram a identificação dos fluxos de pagamento e das fontes de repasses financeiros. Os resultados indicaram que o CESUMAR desempenhou papel central na oferta dos cursos de formação técnica e profissional nas escolas estaduais do Paraná, com financiamento proveniente de repasses do Fundo Nacional de Desenvolvimento da Educação (FNDE), evidenciando aumentos anuais significativos nos valores destinados à instituição. Ademais, a análise documental revelou dificuldades de acesso a informações detalhadas, destacando a falta de transparência nos contratos públicos estabelecidos com instituições privadas

Abstract: This dissertation analyzed the role of the Centro de Ensino Superior Maringá (CESUMAR) in providing the formative itinerary for Technical and Professional Education in the state of Paraná, a private initiative strengthened by the High School Reform, implemented through Law No. 13,415, of February 16, 2017. The study aimed to present and analyze the relationship between CESUMAR and the state of Paraná in offering courses that integrate the technical and professional formative itinerary in state schools. The research described the process of contracting CESUMAR, the courses offered, and the financial amounts transferred by the state government.To achieve the research objectives, a bibliographic survey and a literature review were conducted using databases and research group publications that address the privatization of education, with an emphasis on High School Reform and the privatization of basic education. The consulted sources included the Theses and Dissertations Database of the Coordination for the Improvement of Higher Education Personnel (CAPES), the Scientific Electronic Library Online (SciELO), the High School Observatory of the Federal University of Paraná (UFPR), the Research Group on Educational Policy Studies (GREPPE) of the State University of Campinas (UNICAMP), and the Research Group on Public-Private Relations in Education (GPRPPE) of the Federal University of Rio Grande do Sul (UFRGS). Documentary analysis complemented the research by examining contracts, addenda, and amendments signed between the state of Paraná and CESUMAR, with information obtained from the Transparency Portal and other government sources. These analyses allowed for the identification of payment flows and sources of financial transfers. The results indicated that CESUMAR played a central role in offering technical and professional education courses in Paraná’s state schools, with funding derived from transfers from the National Fund for Educational Development (FNDE), showing significant annual increases in the amounts allocated to the institution. Furthermore, the document analysis revealed difficulties in accessing detailed information, highlighting a lack of transparency in public contracts established with private institutions
