Política no varejo : estratégias e ferramentas de comunicação eleitoral na campanha legislativa em municípios com até 20 mil habitantes

Resumo: A campanha eleitoral para vereador em municípios brasileiros com população até 20 mil habitantes, em 2020, constitui o tema de pesquisa da presente tese. O objeto de estudo é o uso de estratégias e ferramentas de campanha nas eleições para o legislativo municipal, no recorte de população e do ano em questão. Nesse contexto, foram lançados os seguintes questionamentos: que tipo de estratégias foram planejadas? Quais as ferramentas e como os candidatos à vereança as utilizaram durante o período de campanha eleitoral para o pleito de 2020? O trabalho, que possui caráter descritivo, está inserido no campo da comunicação eleitoral, busca entender e descrever como é realizada a comunicação das campanhas eleitorais proporcionais em nível local. Para dar conta de responder à questão de pesquisa e aos objetivos, a abordagem metodológica escolhida foi a qualitativa complementada por aspectos quantitativos. Foram realizadas 30 entrevistas em profundidade semiestruturadas, feitas por telefone ou videochamada, com vereadores eleitos com maior número de votos e para o primeiro mandato, em municípios das cinco regiões brasileiras. As conclusões apontam para a identificação de seis estratégias diferentes e 11 ferramentas de comunicação eleitoral utilizadas. Além do desenho de pesquisa, o trabalho aborda inúmeras outras questões relativas às campanhas eleitorais para vereador, entre elas: o perfil sociodemográfico dos candidatos, as dinâmicas eleitorais locais; as relações estabelecidas no exercício profissional como base eleitoral; herança eleitoral e relações de parentesco; o poderio financeiro e a campanha eleitoral local; a política local e a lógica do conhecimento permanente; as relações locais e clientelismo; os motivos que levam uma pessoa a se candidatar; a relação dos candidatos com o partido; a rotina das campanhas; as características das candidaturas; a conjuntura da pandemia da Covid-19 e a relação com as campanhas eleitorais estudadas. Abstract: This research presents the dissertation produced as a requirement to obtain the title of Doctor of Communication. It follows a descriptive nature concerning the electoral campaign in 2020 for councilors in Brazilian municipalities with a population smaller than 20,000 inhabitants. The object under study is the use of campaign strategies and tools in elections for the municipal legislature, in the population cut-off, and in the year above-mentioned. Within this context, we answered the following research questions: what kind of strategies were planned? What tools and how did councilors use them during the electoral campaign period for the 2020 election in Brazilian municipalities with less than 20,000 inhabitants? The research is embedded in the field of electoral communication and aims to understand and describe how the communication of proportional electoral campaigns is carried out at the local level. To answer the research questions and objectives, the methodological approach was qualitative, complemented by quantitative elements. We conducted 30 semi-structured in-depth interviews by telephone or video call with elected and most-voted councilors for the first term in municipalities of the five regions of Brazil. The conclusions point to the identification of six different strategies and the use of 11 electoral communication tools. In addition to the research design, numerous other issues related to election campaigns for councilor were addressed such as the sociodemographic profile of candidates, local electoral dynamics; the relationships established in professional practice as an electoral basis; electoral inheritance and kinship relations; the financial power and the local electoral campaign; local politics and the logic of permanent knowledge, local relationships and clientelism, the reasons that lead a person to stand for the election; the candidates' relationship with the party; the routine of the campaigns; the characteristics of the candidacies, the conjuncture of the Covid-19 pandemic in the municipalities under study and the relationship with the electoral campaign.
