O adolescente infrator e o sistema de ensino paranaense : trajetória da Escola para Menores Professor Queiroz Filho (1965 - 1992)

Abstract

Resumo: A presente pesquisa se insere no contexto em que a preocupação com a infância em situação de risco é de responsabilidade crescente e atribuída ao sistema educacional. É o estudo histórico de uma instituição que atende adolescentes infratores, a Unidade Social Professor Queiroz Filho, situada em Piraquara, no Estado do Paraná. Essa instituição não compõe o sistema educacional do Estado; contudo, possui um caráter educativo que lhe é atribuído pela legislação e pelo sistema assistencial. A pesquisa estudará a referida instituição e seus vínculos com o sistema de ensino, contextualizando o infrator na história da assistência à adolescência e em relação à legislação. Analisará a dinâmica interna da instituição, seu processo educacional com a história política e o sistema educacional do Estado do Paraná. No período em que foi estudada historicamente, a instituição vai da mudança do nome para Queiroz Filho em 1965, até a entrada em vigor do Estatuto da Criança e do Adolescente, em 1992. Entre as principais referências teóricas estão Michel Foucault e as fontes documentais que incluem programas de governo, relatos orais, relatórios e propostas pedagógicas da instituição, leis e plantas arquitetônicas. A pesquisa contempla a análise histórica da descoberta da infância e da adolescência e a evolução conceituai dessas categorias. Analisa a legislação e a assistência à adolescência no Brasil, com destaque para a trajetória do infrator na História, e as formas de tratamento da questão. Aborda o povoamento do interior do Paraná e a metropolização de Curitiba e o surgimento da instituição. Por fim, analisa a conjuntura política do estado, a legislação educacional e as mudanças ocorridas no processo educativo da Queiroz Filho.

Abstract: This project of research is inserted in the context in which the concern with childhood at stake is of ever growing responsibility of the educational system. This is a hystorical research of an institution that looks after felon teenagers. It is the Unidade Social Professor Queiroz Filho, in Piraquara, Parana State. This institution is not part of the State Educational System, nevertheless, it possesses an educational character because of its legal attribution of a system of humane care. This research will study the above mentioned institution and its links with the teaching system, contextualizing the felon in the history of teenage care and its legal relationship. It will also analyze the internal dynamics of the institution, its educational process with the educational policies of Parana State. During the time the institution was historically analyzed, it covered from the time of the change of its name Queiroz Filho in 1965, until the consolidation of the Teenagers and Children’s Statute in 1992. Among the main theoretical references are Michel Foucault and the documentary sources that include the policies of the government, some oral reports, some pedagogical propositions of the institution as well as laws and architectural floorplans. This research considers the historical analysis of the discovery of both childhood and adolescence and the conceptual evolution of these categories. It also analyzes the care to adolescence in Brazil with a distinction of the felons’ trajectory in history and the ways of dealing with this matter. It approaches the spreading of people in the ingterior of Parana State and the metropolization of Curitiba as well as the stemming of this institution. Finally, it analyzes the state political conjuncture, the educational legislation and the changes that occurred in the educational process at Queiroz Filho.
