O poder local : formação e papel dos municípios no estado brasileiro

Abstract

Resumo: Do fascínio das cidades nasce o poder político que é ampliado para outras cidades através de conquistas. Uma cidade forte domina as fracas e passa a constitui-se num império. O absolutismo foi o passo seguinte, como forma derradeira da concentração do poder e domínio sobre os homens. O estado moderno nasce contrapondo-se ao absolutismo, pregando a divisão de poderes, na forma horizontal, concebida por Montesquieu. Mas o próprio estado moderno ainda mantém resquícios do absolutismo. Apesar dos princípios do Federalismo, de repartição do poder a nível vertical, o centralismo persiste. A cidade, onde se deu a origem do poder, hoje representada pelo município, ainda não lhe foi devolvida a autonomia necessária para que o homem possa garantir sua dignidade, assegurar direitos fundamentais e exercer a cidadania na plenitude.

Abstract: The political power arises from the fascination of the cities, which is broadened to other places through conquests. A strong city dominates weak ones, and turns itself into an Empire. The Absolutism was the next step, as the ultimate form of centralization of power and control on men. The Modern State is bom opposing to the Absolutism, preaching the power division, in a horizontal form, conceived by Montesquieu. But the Modem State itself still maintains vestiges of the Absolutism. Despite the principles of Federalism of power division in a vertical form, the centralization persists. The city, who gave bith to the power, nowadays represented by in order the municipality, it hasn't been given it back the necessary autonomy in order to the man guarantee its dignity, ensure his fundamental rights, and exercise citizenship in its completeness.
