O custo-aluno nas unidades de uma rede municipal de educação básica

Abstract

Resumo: O conhecimento dos custos educacionais pode auxiliar na gestão pública, principalmente na tomada de decisão sobre alocação e planejamento, além de ser uma importante ferramenta que pode facilitar o controle social dos recursos públicos. Dessa forma, este trabalho tem o objetivo de estimar o custo-aluno real de escolas municipais de Curitiba e analisar possíveis disparidades entre os valores praticados. O cálculo, que é uma estimativa do custo-aluno real e refere-se ao montante destinado ao pagamento dos profissionais de educação, foi realizado utilizando-se os microdados da folha de pagamento, juntamente com os do Censo Escolar 2013. A folha de pagamento traz mais fidedignidade ao estudo, já que se trata do que realmente é pago aos profissionais. Também toma lugar de destaque pelo potencial para gerar conhecimento e pela possibilidade de replicação. A análise considerou o total de 379 escolas, assim como divisões por etapa de ensino. Os resultados mostraram que há uma grande diferença no valor do custo-aluno entre as escolas e que as etapas e modalidades influenciam essa diferença. Ao analisar os custos por arranjo de etapas, foi possível observar que apesar da variância entre os valores do custo-aluno ter diminuído, a diferença era mantida, o que indica a existência de outros elementos influenciadores para além das etapas da educação. O mesmo ocorreu ao analisar o custo-aluno por etapa. As variáveis identificadas como influenciadoras do custo-aluno foram o número de docentes com formação em Ensino Médio, Ensino Superior ou Pós-graduação; o número de matrículas em tempo integral (sete ou mais horas); o nível socioeconômico da área de localização da escola; os anos de serviço; e principalmente o número de alunos por turma e o número de alunos por docente. Abstract: Knowing the educational costs can assist public administration, especially in decision-making on allocation and planning, and it is also an important tool that can facilitate social control of public resources. Thus, this article aims to estimate the real student-cost of municipal schools in Curitiba and to analyze possible disparities between the practiced values. The calculation is an estimate of the real cost-student and refers to the amount destined to the payment of education professionals and was made using the microdata of the payroll along with those of Censo Escolar 2013. The payroll brings more reliability to the study because it deals with what is actually paid to professionals, besides having a prominent place in this work for the potential to generate knowledge and for the possibility of replication. The analysis considered the total of 379 schools, as well as divisions by levels of education. The results showed that there is a large difference in the student-cost value between schools and that the levels and modalities influence this difference. When analyzing the costs by arrangement of levels, it was possible to observe that although the variance between the values of the cost-student decreased, the difference was maintained indicating the existence of other influencing elements besides the education levels. The same occurred when analyzing the student cost per level. The variables identified as studentcost influencers were the number of teachers with High School, undergraduate or graduate degree; full-time enrollments (seven or more hours); the socioeconomic level of the school location area; years in the job; and especially the number of students per class and the number of students per teacher.
