Uma investigação dos níveis de investimento em infraestrutura brasileira entre 1960 e 2012

Abstract

Resumo : Este trabalho analisa o fluxo de investimento em infraestrutura – rodoviário, ferroviário, energia elétrica e telecomunicação - em consonância com a evolução do PIB per capita no país, valendo-se de uma série histórica que abarca o intervalo de 1960 a 2012. A base de dados referentes ao nível de investimento em infraestrutura se fez pela união da apresentada pelo trabalho dos autores Ferreira e Azzoni (2011) e atualizados por meio do trabalho realizado pelos autores Pinheiro e Frischtak (2014). O trabalho apresenta intervalos de tempos que moldaram o setor de infraestrutura no país, sendo 1960 e 1980 um período para criações e inaugurações das bases institucionais dos setores, bem como um período de intenso protagonismo do setor público para com os fluxos de investimentos. Dentre os anos de 1990 e 2000 o setor de infraestrutura esteve sob a influência de um intenso processo de privatização por meio do "Plano Nacional de Desestatização". Por fim, o início do século XXl se encontra como um momento de novas organizações do setor de infraestrutura do Brasil e novas medidas visando a retomada dos investimentos no país, principalmente por meio do "Programa de Aceleração do Crescimento (PAC)"

Abstract : This analyzes investigates the flow of investment in infrastructure—road, rail, electric power, and telecommunications—in line with the evolution of per capita GDP in the country, using a historical series covering the period from 1960 to 2012. The database regarding infrastructure investment levels was compiled by combining the data presented in the work of Ferreira and Azzoni (2011), updated through the research conducted by Pinheiro and Frischtak (2014). The study outlines time intervals that shaped the infrastructure sector in the country, with the period from 1960 to 1980 characterized by the creation and inauguration of the institutional foundations of the sectors, as well as a phase of strong public sector leadership in investment flows. Between the 1990s and 2000s, the infrastructure sector underwent a significant privatization process through the "National Privatization Program". Finally, the early 21st century represents a moment of new organizational structures within Brazil's infrastructure sector and new measures aimed at reviving investment in the country, mainly through the "Growth Acceleration Program" (PAC)
