Representação política descritiva no parlamento brasileiro : análise das deputadas federais pretas, pardas e indígenas eleitas em 2022

Abstract

Resumo: Esta pesquisa tem caráter exploratório ao se propor a analisar a teoria da representação política descritiva de Hanna Pitkin diante do contexto brasileiro, especificamente com objetivo de investigar se o perfil social da população que elegeu deputadas federais pretas, pardas e indígenas em 2022 corresponde ao perfil político manifestado nas urnas. De modo a examinar o contexto da representação política no parlamento, a análise abrange as 33 deputadas não brancas da Câmara dos Deputados na Legislatura de 2023 a 2027. Inicialmente, discorre-se sobre a importância da pesquisa no espectro do Direito Eleitoral no Brasil, ainda, apresenta-se o referencial teórico sobre raça. O segundo capítulo aborda o conceito de representação política descritiva, traz a crítica diante do cenário brasileiro e ressalta a importância do tema para o contexto político do movimento negro. A partir do terceiro capítulo traça-se o perfil das deputadas em estudo, ao considerar fatores como as bancadas partidárias, idade, escolaridade, patrimônio e recursos recebidos durante a campanha. Já no quarto capítulo, o estudo se debruçou sobre o território e o perfil social do eleitorado, com base nas perspectivas de população residente por cor ou raça, Índice de Desenvolvimento Humano (IDH) e rendimento médio mensal. O método utilizado é majoritariamente quantitativo, por meio da análise descritiva dos resultados. O quinto capítulo compila a discussão ao trazer os fenômenos das eleições de 2022 e da pesquisa de modo geral. Observa-se uma maior dificuldade de acesso de mulheres pretas, pardas e indígenas à educação, assim como um contexto que exige uma trajetória política anterior, visto que muitas estão chegando no parlamento pela primeira vez. Ainda, percebe-se que independente do eleitorado das regiões Norte e Nordeste terem uma estrutura mais humilde em termos de rendimentos e desenvolvimento econômico, é mais factível que os estados dessas regiões votem em mulheres não brancas. Diante da tendência de crescimento do auto-reconhecimento da população negra nos últimos anos, sugere-se que um possível reflexo desse fenômeno seja a transmissão do aceite enquanto sujeito negro nas urnas. A partir da transformação do corpo representativo no parlamento, de modo que este aponte em direção a um espelho representativo mais próximo da população brasileira em termos raciais, concretiza-se, assim, o princípio constitucional da participação das minorias no debate público e nas instituições políticas.

Abstract: This research is exploratory in nature as it sets out to analyze Hanna Pitkin's theory of descriptive representation in the Brazilian context, specifically with the aim of investigating whether the social profile of the population that elected black, brown and indigenous female federal deputies in 2022 corresponds to the political profile expressed at the ballot box. In order to examine the context of political representation in parliament, the analysis covers the 33 non-white female members of the Chamber of Deputies in the 2023 to 2027 Legislature. The first chapter discusses the importance of research in the field of electoral law in Brazil, and presents the theoretical framework on race. The second chapter discusses the concept of descriptive representation, critiques the Brazilian scenario and highlights the importance of the issue for the political context of the black movement. The third chapter outlines the profile of the female MPs under study, taking into account factors such as party caucuses, age, education, assets and resources received during the campaign. In the fourth chapter, the study looks at the territory and the social profile of the electorate, based on the perspectives of the resident population by color or race, Human Development Index (HDI) and average monthly income. The method used is mostly quantitative, using a descriptive analysis of the results. The fifth chapter compiles the discussion by presenting the phenomena of the 2022 elections and the survey in general. Black, brown and indigenous women have greater difficulty in accessing education, as well as a context that requires a previous political career, given that many are entering parliament for the first time. Furthermore, it is clear that regardless of the fact that the electorate in the North and Northeast has a more humble structure in terms of income and economic development, it is more likely that the states in these regions will vote for non-white women. Given the tendency for the black population to become more self-aware in recent years, it is suggested that a possible reflection of this phenomenon is the transmission of acceptance as a black subject at the ballot box. By transforming the representative body in parliament, so that it points towards a representative mirror that is closer to the Brazilian population in racial terms, the constitutional principle of the participation of minorities in public debate and political institutions will be realized.
