Estrutura de relacionamento e respostas estratégicas das organizaçoes do setor portuário de Rio Grande/RS

Abstract

Resumo: Este trabalho foi desenvolvido com o objetivo de identificar a estrutura de relacionamento das principais organizações do setor portuário de Rio Grande e verificar quais as ações organizacionais frente aos processos institucionais que fluem na rede. Partindo do pressuposto de que qualquer tentativa de analisar uma organização fora de seu contexto apresenta resultados parciais para os estudos organizacionais, a rede de relacionamentos composta por 39 organizações mapeada pela escolha intencional do terminal de contêineres e auto-gerada a partir das outras organizações indicadas, permitiu analisar as relações interorganizacionais com características interinstitucionais. A planificação da rede serviu como ponto de partida e condição necessária para identificação de processos isomórficos, que por sua vez, foi pré-condição para a identificação das condutas estratégicas dos atores sociais que fazem parte da rede de relacionamentos em estudo. A identificação dos isomorfismos foi constatada pelas semelhanças nas propriedades estruturais detectadas por meio da entrevista semiestruturada, e buscou analisar o que existe de homogêneo no que se refere às ações organizacionais frente às pressões ambientais. Assim, este estudo caracteriza-se por um tipo de pesquisa descritivo-analítica, utilizando diversas fontes de evidências. Os dados secundários possibilitaram a contextualização do setor no tempo e no espaço, condição necessária para a compreensão dos processos que levaram às propriedades estruturais identificadas na rede: profissionalismo; confiança e comprometimento; certificados de qualidade; leis governamentais e órgãos reguladores; e dependência de recursos. Após a identificação dos processos isomórficos foi possível enquadrar as respostas estratégicas dos atores sociais de acordo com a tipologia de Oliver: aquiescência, compromisso, esquivança, desafio e manipulação. Conclui-se que a maioria das ações estratégicas das organizações agem em conformidade com as pressões isomórficas identificadas na rede. Mesmo naqueles casos que foram enquadrados no compromisso e desafio, as organizações procuram constantemente se adequarem à lógica do ambiente institucional. Embora a análise da estrutura da rede tenha partido de um ponto no tempo e no espaço, não significa que as dimensões identificadas são estáticas, ao contrário, os valores, normas e significados compartilhados foram construídos através do tempo e ainda continuam sendo influenciados mutuamente de modo recursivo na construção social daquele contexto.

Abstract: This work was developed with the purpose of identifying the relations structure of the main organizations in Rio Grande's port and check which are the organizations actions related to institutional processes. Keeping in mind that any attempt of analyzing an organization out of its context may present partial results for the organizational studies, the network of relations compounded of 39 organizations drawn by an intentional choice of the containers gate and self-managed by other indicated organizations, allowed the analyses of inter- organizational relations with inter-institutional features. The network 's development worked as a start and with enough conditions to identify isomorphic processes, and therefore that was the previous condition in identifying the strategic behavior of the social actors that took part in the network 's relations being studied. The identification of the isomorphisms was observed through the resemblances on structural properties at a semi-structured interview and tried to make the analyses on what is similar concerning the organizational actions related to environmental pressures. Therefore this study is characterized by a descriptive - analytic research, making use of several evidence resources. The secondary data made possible the contexture of the sector in time and space, which was necessary for the comprehension of the processes related to the structural properties identified at the network: professionalism; trust and commitment; quality certificates, government laws and adjusting organs ; plus the resource dependency. After identifying the isomorphisms, it was possible to match the strategical answers from the social actors according to Oliver's: acquiesce, compromise, avoid, defy and manipulate. Therefore we may conclude that most of the strategies of the organizations act accordingly to isomorphic pressures identified at the network. Even on those cases that belonging to commitment and challenge, the organizations are always trying to adjust themselves to the logic of the institutional environment 's logic. Although the analyses of the network s structure has begun in a certain period in time and space, it does not mean the identified dimensions may be static on the contrary, the values, rules, and shared meanings were built along the time and have still been influenced mutually by social actors in the social process of that context.
