O apagamento jurídico da escravidão : análise histórica da queima dos arquivos e dos paradoxos do desenvolvimento socioeconômico brasileiro

Abstract

Resumo: Esta pesquisa investigou o que ficou conhecido como episódio da queima dos arquivos dos registros fiscais da escravidão determinada pelo então Ministro da Fazenda da primeira República, Ruy Barbosa, em 1890. Partiu-se da premissa que as motivações para tal decisão administrativa tiveram determinações políticoeconômicas diversas das declaradas pelo próprio Ministro e aquilatadas posteriormente pela historiografia oficial. Para desvelar essas motivações, estudou-se os registros históricos disponíveis nos arquivos oficiais, bem como a literatura dissonante da oficial sobre a atuação do jurista no período compreendido entre auge do movimento abolicionista e a "fundação" da República. Pretendeu-se assim compreender em que conjunturas econômicas a decisão de incineração foi tomada e em que meandros do processo político- institucional ela estaria em convergência com os projetos republicanos. A hipótese é de que a decisão de incinerar os arquivos da escravidão se prestou a um papel simbólico de fundar o mito da impossibilidade da memória histórica ao tempo que interditou qualquer discussão na época que respaldasse pretensões reparatórias aos libertos. O estudo mostra que essa interdição pode ser confrontada pela restauração do debate sobre a formação da memória histórica a partir das contribuições do pensamento panafricanista, de modo a potencializar a mobilização global de países afetados pelo colonialismo e o sistema escravista em prol de melhores condições político-econômicas para o seu desenvolvimento

Abstract: This research investigated the episode known as the burning of slavery-related fiscal records, ordered by the then Minister of Finance of the First Republic, Ruy Barbosa, in 1890. The study was based on the premise that the motivations for this administrative decision were driven by political and economic factors different from those declared by the Minister himself and later endorsed by official historiography. To uncover these motivations, historical records available in official archives were examined, as well as literature that diverges from the official narrative regarding the jurist's actions during the period spanning the height of the abolitionist movement and the "founding" of the Republic. The goal was to understand the economic circumstances under which the decision to incinerate was made and to explore how this decision intersected with the political-institutional processes that aligned with Republican projects. The hypothesis suggests that the decision to burn the slavery records served a symbolic role in establishing the myth of the impossibility of historical memory, while simultaneously obstructing any discussion at the time that could have supported reparatory claims by the freed individuals. The study shows that this obstruction can be challenged by restoring the debate on the formation of historical memory, drawing from Pan-Africanist thought to enhance global mobilization of countries affected by colonialism and the slavery system in favor of better political and economic conditions for their development
