Investimento em infraestrutura e estrutura produtiva : um estudo para a economia brasileira

Abstract

Resumo : O presente trabalho busca compreender e articular a associação entre investimento público em infraestrutura e mudanças estruturais na estrutura produtiva da economia brasileira, articulando um argumento segundo o qual o investimento público em infraestrutura é fundamental para o desenvolvimento da estrutura produtiva e, consequentemente, para o crescimento econômico. Para tanto, foi conduzida uma revisão da literatura sobre a articulação entre investimento público em infraestrutura e o desenvolvimento da estrutura produtiva, abordando a produtividade do capital humano e do capital físico. O investimento em infraestrutura se mostra como um instrumento-chave na elaboração de políticas industriais. Em seguida, foi feita uma análise da evolução dos investimentos públicos em infraestrutura no Brasil, que se mostraram em ascensão até o período denominado como virada neoliberal, que compreende o fim da década de 1970 e o início da década de 1980. Após a virada neoliberal, se mostraram em uma queda contínua, não se recuperando nem na era mais desenvolvimentista após a virada do milênio, nos governos Lula da Silva (2003- 2010) e Dilma Rousseff (2011-2016). Em continuidade, foi conduzida uma revisão da literatura sobre as causas da desindustrialização prematura do Brasil, demonstrando que a virada neoliberal também afetou a industrialização brasileira. Logo, a partir da relação entre investimento em infraestrutura e estrutura produtiva, considera-se que o baixo investimento em infraestrutura foi um dos obstáculos determinantes para a dificuldade da manutenção da estrutura produtiva brasileira, acarretando a desindustrialização prematura da economia brasileira

Abstract : This paper seeks to understand and articulate the association between public investment in infrastructure and structural changes in the productive structure of the Brazilian economy, presenting an argument that public investment in infrastructure is fundamental for the development of the productive structure and, consequently, for economic growth. To this end, a literature review was conducted on the relationship between public investment in infrastructure and the development of the productive structure, addressing the productivity of human and physical capital. Investment in infrastructure is shown to be a key instrument in the formulation of industrial policies. Next, an analysis was carried out on the evolution of public infrastructure investments in Brazil, which showed an upward trend until the period known as the neoliberal turn, which spans the late 1970s and early 1980s. After this neoliberal turn, it experienced a continuous decline, not recovering even during the more development-oriented era of the early 2000s under the administrations of Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016). Furthermore, a literature review was conducted on the causes of Brazil’s premature deindustrialization, demonstrating that the neoliberal turn also impacted Brazilian industrialization. Therefore, from the relationship between investment in infrastructure and the productive structure, it is argued that the low investment in infrastructure was one of the determining obstacles to the difficulty of maintaining the Brazilian productive structure, leading to premature deindustrialization
