Abstract: The National Common Curricular Base (BNCC) presents the learning rights for the appropriation of the Alphabetic Writing System, which must occur until the end of the 2nd year of Elementary School, deepening the experiences with language already started in Early Childhood Education. To investigate this phenomenon in a teaching network, this dissertation, with a qualitative approach, constitutes an exploratory and interpretative study, having as its object of study literacy in the BNCC and its implementation in the municipal curriculum of the city of São José dos Pinhais (PR). In the search for answers to the research problem "How has the municipality been implementing the guidelines to meet the literacy concepts proposed in the BNCC in the Municipal Curriculum?", the general objective was to analyze the implementations in the Municipal Curriculum to meet the literacy concepts proposals in the BNCC based on the planning and practice of the teachers and as specific objectives: i) to analyze the implementations of the Municipal Curricular Reference to meet the literacy concepts proposed in the BNCC; ii) identify the strategies and knowledge mobilized in the planning and in the pedagogical practices used by the teachers in the literacy process in order to comply with the BNCC; iii) identify the continuing education demands presented by teachers to meet the literacy concepts proposed in the BNCC. In the first stage of the research, an online questionnaire was used as a data collection instrument, with 23 literacy teachers, leaders of 1st and/or 2nd year classes in the municipal network. In the second stage, semi-structured interviews were conducted with 5 teachers who had participated in the first stage, who also provided their teaching plans for analysis. In the third stage, a document analysis was carried out with the Municipal Curriculum Reference. The collected data were analyzed using the Content Analysis (CA) technique by Bardin (2016). The results show that teachers use the municipal curriculum to prepare their classes and present knowledge about working with the Portuguese language starting from the text, in the midst of language practices. Although they have such knowledge, they have difficulty working with the quarterly objects of knowledge and developing the skills described in the document in pedagogical practice, with meaningful activities and strategies, based on their students' knowledge. In this way, they have several training needs, among them, knowledge about interdisciplinarity, phonological awareness, theories and concepts of literacy, BNCC/curriculum, teacher planning and teaching practices in order to meet the heterogeneity of the class. Literacy teachers did not reveal knowledge about the importance of Early Childhood Education for the development of oral language and for the discovery of the alphabetic principle, which highlights the need for joint training between professionals from both stages, Early Childhood Education and Elementary Education, so that understand the specific objectives of each one of them, for the learning of the written language.
