Conexão eleitoral e responsividade democrática : congruência entre atuação parlamentar e discurso político na Assembleia Legislativa Paranaense de 2014 a 2018

Abstract

Resumo: O presente trabalho trata do fenômeno da conexão eleitoral, como componente importante da decisão política, a fim de avaliar a interferência das instituições no comportamento eleitoral e na efetiva atuação parlamentar de deputados estaduais. Orientada pelo poder executivo, a agenda legislativa nos estados se mostra desequilibrada, seja em virtude das restrições jurídicas à atuação parlamentar na formulação de estratégias, seja pelos arranjos institucionais velados que legitimam sua conduta. Isso acaba acarretando que o processo decisório em âmbito subnacional denote uma grande concentração de demandas legislativas de cunho paroquial, voltadas à manutenção do poder político nos redutos eleitorais dos parlamentares já eleitos, seguindo a lógica egoísta tradicionalmente apontada nos estudos sobre as relações políticas entre executivo e legislativo. A pesquisa, então, busca a compreender a dinâmica da atividade legislativa dos deputados estaduais do Paraná no que diz respeito a sua produção legislativa a fim de verificar os principais pontos da atuação parlamentar no estado, qual a temática das proposições e o que orienta sua atuação a partir do conceito de responsividade democrática como componente fundamental à democracia. Ainda, justapondo extratos do discurso eleitoral de 2014, conforme estabelecido pelo aplicativo Candibook, do periódico paranaense Gazeta do Povo, à efetiva atividade parlamentar durante o período de 2014 a 2018, a intenção é verificar se há congruência entre discurso e prática, fragmento relevante da conexão eleitoral. A premissa é a de aferir a responsividade, conectando o discurso eleitoral (que se presume dialogar com as preferências dos representados) às escolhas coletivas dos representantes públicos. As conclusões dão conta de confirmar a desvinculação da arena legislativa da arena eleitoral, seja pelo uso utilitarista do discurso, seja pelos constrangimentos institucionais que incidem sobre o legislador subnacional. Também, confirmam em partes o baixo impacto das propostas apresentadas pelo Legislativo, que tratam especialmente de proposições de caráter eminentemente honorífico e de funcionamento da casa legislativa, com 79,22% do total de 25351 proposições. Demonstrou-se, ainda, que apenas cerca de 3,3% do que os parlamentares afirmam em campanha figura em sua atividade posterior, confirmando as hipóteses de baixa coerência entre discurso eleitoral e efetiva atividade parlamentar Palavras-chave: Conexão Eleitoral. Abstract: This paper deals with the phenomenon of electoral connection, as an important issue in the political decision, to evaluate the interference of institutions in the electoral behavior and aftermost performance of state deputies. Guided by the executive power, the legislative agenda in the states turns out to be unbalanced, either due to the legal restrictions for legislative action, or by the veiled institutional arrangements that legitimize their behavior. Because of that, the state legislation expresses a large concentration of local demands aimed at seeking for reelection, following the selfish logic of economics. The research then seeks to understand the dynamics of the legislative activity of the state deputies of Paraná regarding to their legislative production in order to verify the main points of parliamentary action in the state: what do the propose and guides their actions from the ideal of democratic responsiveness as a fundamental component of democracy. Also, by juxtaposing extracts from the 2014 electoral speech, as established by the Candibook application, from the Paraná newspaper Gazeta do Povo, to the effective parliamentary activity during the 2014- 2018 term, it aims to verify if there is congruence between speech and practice, a relevant fragment of electoral connection. The premise is to measure responsiveness by connecting electoral speech (the presumably reflects the preferences of the elctors) to the collective choices of public representatives. The conclusions confirm the detachment of the legislative arena from the electoral arena, either by the utilitarian use of the speech or by the institutional constraints that held the subnational legislator. Also, they confirm in part the low impact of the proposals presented by the Legislative, which acts especially with propositions of eminently honorary character and functioning of the legislative house, representing 79.22% of the total of 25.351 propositions. It was also shown that only about 3.3% of what state deputies say in a campaign is done in their later activity, confirming the hypotheses of low coherence between electoral speech and effective parliamentary activity.
