A tensão no ambiente legal como fonte do sensemaking : o processo de alteração do requisito de ingresso referente à escolaridade na Polícia Militar do Paraná

Abstract

Resumo: Neste trabalho procurou-se analisar como se dão os processos de sensemaking e de sensegiving relacionados com a tensão no ambiente legal durante o encaminhamento das propostas de alterações das normas para o ingresso na Polícia Militar do Paraná. Para isso, buscou-se analisar as propostas de alteração do ambiente legal encaminhadas entre os anos de 2008 a 2018, quais os atores sociais envolvidos em cada momento deste processo e quais os interesses defendidos pelos grupos participantes favoráveis e contrários à mudança. A pesquisa se mostra relevante para o campo dos estudos organizacionais, por abordar um processo em desenvolvimento, procurando analisar os acontecimentos em um nível macro, em que se verifica uma aparente simetria de poder entre os atores sociais. Na análise buscou-se verificar quais os interesses da organização, das Associações de classe, da Assembleia Legislativa e do Governo estadual na alteração do ambiente legal, que direcionaram os processos de sensegiving e de sensemaking. Para a execução desta pesquisa foram feitas entrevistas semiestruturadas com representantes dos atores sociais envolvidos em cada momento do processo, coleta e análise dos documentos produzidos sobre o tema e reuniões com os atores sociais para explorar como o processo se desenvolveu. Todo o material selecionado foi codificado e apresentado em uma estrutura de dados, permitindo observar que os interesses divergentes, representados pelos grupos envolvidos no processo de alteração do ambiente legal, causaram tensão entre os atores sociais em virtude dos processos conflituosos de sensemaking e de sensegiving desencadeados. Foi observado que, diferente do processo de sensemaking verificado no nível individual ou de grupos em uma organização, este processo desenvolvido em um nível macro não possui uma tendência ao equilíbrio e se mostra contingenciado pelo contexto, pelo poder e pelos interesses dominantes. Abstract: This research sought to analyze how the process of sensemaking and sensegiving related to the tension in the legal environment during the forwarding of the proposed changes of the norms for the entrance in the Military Police of the Paraná. In order to do so, we sought to analyze the proposals for altering the legal environment submitted between 2008 and 2018, which social actors are involved in each moment of this process, and what interests are defended by the groups who are favorable and opposed to change. The research is relevant for the organizational studies field for addressing a process in development, trying to analyze events at a macro level, where there is a apparent symmetry of power between social actors. The analysis sought to verify the interests of the organization, the Class Associations, the Legislative Assembly and the State Government in altering the legal environment, which directed the processes of sensegiving and sensemaking. For executing this research, we conducted semi-structured interviews with representatives of the social actors involved in each moment of the process, collecting and analyzing the documents produced on the topic and meetings with the social actors to explore how the process was developed. All the selected materials were codified and presented in a data structure, allowing us to observe that the divergent interests, represented by the groups involved in the process of alteration of the legal environment, caused tension between the social actors due to the conflicting sensemaking and sensegiving processes triggered. We observed that, unlike the process of sensemaking verified at the individual or group level in an organization, this process developed at a macro level does not have a tendency to an equilibrium and it is contingent upon context, power, and dominant interests.
