Resumo : Diante das crises institucionais e democráticas que atravessam a contemporaneidade, o presente trabalho tem como objetivo analisar os conceitos de Estado do Bem-Estar Social e Serviço Público. Inicialmente serão exploradas as diversas hipóteses utilizadas pela doutrina para fundamentar a crise do Estado Social, através de uma perspectiva crítica dos ataques ao mesmo. Após, delimitando o serviço público essencial sob uma lente sociológica, a análise buscará compreender a importância do modelo estatal para a eficaz prestação de serviços públicos, considerando inclusive a definição legislativa prevista no artigo 6º, § 1º da Lei 8.987/95. Em um contexto sociopolítico em que o Estado Social e suas prestações são questionados, faz-se necessária a inquirição sobre a importância da relação intrínseca entre aquele e o serviço público em um país com altos níveis de desigualdade econômica, em que o ponto de partida para conquistas pessoais, profissionais e sociais difere muito entre as classes sociais. Abstract: As we face institutional and democratic crises throughout contemporary times, this essay aims to analyze the concepts of Welfare State and Public Service. First, the many hypothesis utilized by the doctrine for justifying the welfare state crisis will be explored through a critic point of view. Then, delimiting the essential public services under a sociological lens, the analysis intends to comprehend the importance of the state model to the effective guarantees of public services, also considering the legal definition as seen on the article 6, first paragraph of the Law 8.987/95. In a social and political context in which the Welfare State and its guarantees are questioned, it is necessary to inquire about the importance of the direct relation between the Welfare State and public services, especially in a country with high levels of economic inequality, in which the starting point to personal, professional and social achievements is very different among social classes.
