O trabalho infantil e o Programa de erradicação do Trabalho Infantil(PETI) : a gestão em Curitiba

Abstract

Resumo: O presente trabalho discute a questão do trabalho infantil e apresenta o Programa de Erradicação do Trabalho Infantil PETI. Mostra a gestão do programa em Curitiba e o cenário atual no município. Apresenta a dinâmica da implantação da política pública social de transferência de renda, principal característica do programa. Descreve como o governo fornece o benefício, em contrapartida das famílias cumprirem algumas condicionalidades: a principal delas é as crianças largarem a atividade laboral e freqüentarem a escola e as ações sócio-educativas em contra-turno escolar; medida essa aceita como a maior forma de reverter o ciclo da pobreza. Entre as causas apresentadas para o início do trabalho precoce, está a situação de pobreza e a cultura familiar. Ilustra como meio exploratório e irregular, suas conseqüências a esses menores, como menor qualificação e menor renda. Não há consenso para a contextualização do que é o trabalho infantil e sua identificação é dificultada por conta disso. São apresentados indicadores sociais e de renda do município de Curitiba, para melhor compreensão do cenário no município. A atuação do governo na esfera municipal é apresentada junto a todos os órgãos envolvidos, concomitantemente com a sociedade. Identifica o cenário atual do trabalhador infantil curitibano elaborado de acordo com os dados informados pelo CadÚnico, fornecidos pela Fundação de Ação Social, gestora do programa no município. Mostra a integração com o programa Bolsa Família, que proporcionou um pico de atendimento nos anos de 2006 e 2007, proporcionando também o aperfeiçoamento do CadÚnico na seleção dos beneficiados que atendessem ao critério principal do PETI: haver crianças em situação de trabalho infantil. Portanto o objetivo principal desse trabalho é avaliar a adequação do programa à realidade brasileira, mais especificamente na cidade de Curitiba. A erradicação do trabalho infantil tem tido crescente aumento, porém ainda apresenta ineficiências, fazendo-se necessária unificação de forças nas esferas federal, estadual e municipal com a sociedade. A conscientização é requisito essencial para a efetiva superação do problema

Abstract: This paper aims to present the program for the eradication of child labor PETI, show program management in Curitiba and the current scenario in the city. In this paper, will be presented social policy to transfer income, the main characteristic of the program for the government to provide the benefit, and in return the families meet certain conditionalities: the main one is the children let labor activities and attend school and socio-educational actions against school-turn; as the greatest way to reverse the cycle of poverty. Among the reasons given to start of early labor, is poverty and family culture. Work as exploratory and irregular means future brings these minor consequences, such as lower-skilled and lower income. There is no consensus for the contextualization of what is child labor and its identification is difficult because of that. Will be presented in the work, social indicators and income of the municipality of Curitiba for better understanding of child labor within the backdrop of the city. The performance of government at the municipal level is submitted next to all involved parts, concomitantly with the society. The current scenario of Curitiba child laborer was prepared in accordance with CadÚnico informed by data provided by the Social Action Foundation, which manages the program in the city. Integration with the Bolsa Família program provided a "peak" service program in the years 2006 and 2007, and after the improvement of the program CadÚnico might select grantees that met the primary criterion of PETI be children in situations of child labor. The main objective of this work is to assess the suitability of the program to theBrazilian reality, more specifically in the city of Curitiba The eradication of child labor has been increasing, but still has inefficiencies, making necessary unification of forces at the federal, state and municipal levels with society.
