    Financiamento rural e desmatamento : análise da (in)eficiência das políticas públicas ambientais nos 10 municípios que mais desmataram no brasil em 2024

    Abstract
    Resumo: Este trabalho analisa a eficiência ambiental do crédito rural com recursos públicos no Brasil entre 2019 e 2024, considerando três recortes principais: a área total financiada, a área financiada com desmatamento e a área financiada sem Cadastro Ambiental Rural (CAR). A partir desses dados, foi desenvolvido um Índice de Eficiência Ambiental do Crédito Rural, aplicado a dez municípios com forte atuação do agronegócio e inserção em biomas sensíveis como a Amazônia. Os resultados revelam padrões distintos entre os municípios, incluindo trajetórias de melhora, instabilidade e retrocesso ambiental. Municípios como Colniza (MT) e Corumbá (MS) apresentaram evolução positiva do índice, enquanto Balsas (MA) e Sebastião Leal (PI) destacaram-se negativamente pela combinação entre expansão do crédito e aumento de passivos ambientais. Além da análise empírica, o trabalho dialoga com a literatura sobre políticas públicas, financiamento sustentável e governança territorial, argumentando que a sustentabilidade do crédito rural depende não apenas da existência de critérios ambientais, mas também da sua aplicação consistente ao longo do tempo e dos territórios. A pesquisa também sugere que o Índice de Eficiência pode ser uma ferramenta útil para orientar políticas mais eficazes e transparentes na destinação de recursos públicos
     
    Abstract: his study evaluates the environmental efficiency of rural credit funded with public resources in Brazil from 2019 to 2024, based on three key indicators: total financed area, financed area with deforestation, and financed area without Environmental Rural Registry (CAR). Using these variables, an Environmental Efficiency Index for Rural Credit was developed and applied to ten municipalities with strong agribusiness activity located in ecologically sensitive biomes such as the Amazon, Cerrado, and Pantanal. The findings show diverse patterns among municipalities, including improvements, instability, and environmental setbacks. Colniza (MT) and Corumbá (MS) stood out positively for their steady index growth, while Balsas (MA) and Sebastião Leal (PI) showed declining efficiency due to increased environmental liabilities alongside expanding credit. In addition to the empirical analysis, the study draws on public policy, sustainable finance, and land governance literature to argue that the sustainability of rural credit depends not only on the presence of environmental criteria, but also on their consistent implementation across time and territory. The Environmental Efficiency Index proposed may serve as a valuable tool for guiding more effective and transparent allocation of public funds
