Remuneração docente : implicações do FUNDEB no plano de cargos, carreira e remuneração dos professores da Rede Municipal de Piraquara de 2020 a 2022

Abstract

Resumo : Este trabalho se propõe a analisar quais as implicações do Fundeb permanente na remuneração dos professores da rede municipal de ensino de Piraquara no período de 2020 a 2022. A valorização é um princípio constitucional é tema de vários debates dentro da rede municipal de Piraquara, além de ser objeto de leis nacionais tais como o Fundeb, PSPN, PNE e no âmbito local no PCCR. O objetivo deste trabalho foi analisar as mudanças que ocorreram após a implementação do Fundeb permanente na remuneração dos profissionais do município. Como objetivos específicos a pesquisa buscou caracterizar a política de fundos e a transição para o Fundeb permanente, caracterizar a política de financiamento de Piraquara e o Fundeb permanente, analisar os efeitos das mudanças recentes na política de fundos na remuneração docente de Piraquara. Apresenta-se uma caracterização da política de fundos e a transição para o Fundeb permanente, uma caracterização da política de financiamento especificamente de Piraquara e uma análise dos efeitos das mudanças recentes na política de fundos na remuneração docente. A metodologia utilizada foi a análise documental, com fontes diretas do Município, trabalhou-se com o PCCR de 2012 de Piraquara e as tabelas salariais de 2022, além de fontes de bases de dados oficiais como o Relatório Resumido da Execução Orçamentária disponível no SIOPE/FNDE, os Cadernos Municipais do IPARDES para contextualizar as condições socioeconômicas de Piraquara e a Sinopse Estatística do INEP para análise de dados educacionais. Como principal resultado, foi possível identificar que o volume de recursos que Piraquara recebe do fundo vêm aumentando desde 2019, fato que demonstra que o município está conseguindo custear as despesas de educação e seguir a lei do PSPN, no que se refere à garantia do vencimento inicial, sendo a maior parte deste recurso utilizada na remuneração docente. A mudança para o Fundeb permanente possibilitou o crescimento da receita recebida pelo município, garantindo a remuneração, preservando a valorização docente por meio deste mecanismo e permitindo a possibilidade no avanço na carreira

Abstract : This work proposes to analyze the implications of the permanent Fundeb (from the Portuguese Fund for Maintenance and Development of Basic Education and Appreciation of Education Workers) in the teachers' remuneration in the municipal education system of Piraquara in the period from 2020 to 2022. Valuation is a constitutional principle and the subject of several debates within the municipal system of Piraquara, in addition to being the subject of national laws such as Fundeb, PSPN (National Professional Wage Floor), PNE (National Development Plan) and at the local level in the PCCR (Job, Career and Compensation Plan). The objective of this work was to analyze the changes that occurred after the implementation of the permanent Fundeb in the remuneration of professionals in the municipality, as specific objectives the research sought to characterize the policy of funds and the transition to the permanent Fundeb, to characterize the financing policy of Piraquara and the permanent Fundeb and to analyze the effects of recent changes in the funding policy on teacher remuneration in Piraquara. It presents a characterization of the funding policy and the transition to the permanent Fundeb, a characterization of the funding policy specifically in Piraquara and an analysis of the effects of recent changes in the funding policy on teacher remuneration. The methodology used was document analysis, with direct sources from the Municipality, working with the PCCR of Piraquara and the 2022 salary tables, in addition to official database sources such as the Summary Report of Budget Execution available on the websites of SIOPE/ FNDE, the Municipal Reports of IPARDES (Paraná Institute of Economic and Social Development) to contextualize the socioeconomic conditions of Piraquara and the Statistical Synopsis of INEP (National Institute of Educational Studies and Research Anísio Teixeira) for analysis of educational data. As a main result, it was possible to identify that the volume of resources that Piraquara receives from the fund has been increasing since 2019, a fact that demonstrates that the municipality is managing to cover education expenses and follow the PSPN law, with regard to guaranteeing the initial salary, with most of this resource being used in teacher remuneration. The change to the permanent Fundeb made it possible to increase the revenue received by the municipality, ensuring remuneration, preserving the value of teachers through this mechanism and allowing the possibility of career advancement
