Programa Dinheiro Direto na Escola (PDDE- Básico) : uma análise da execução dos recursos em uma escola municipal de Colombo-PR

Abstract

Resumo : Este trabalho teve como objetivo compreender a execução do recurso do Programa Dinheiro Direto na Escola (PDDE-Básico) em uma escola municipal de Colombo no ano de 2022, tratando-se de um estudo de caso. Buscamos ainda compreender o Programa como eixo do financiamento da educação pública, desde de sua criação até as alterações mais recentes. Assim, trazemos neste Trabalho de Conclusão de curso o movimento da execução e definição das prioridades dos recursos do PDDE e qual o grau de participação da comunidade escolar nos processos decisórios. Para atingir os objetivos propostos realizamos levantamento bibliográfico sobre o tema, coletamos os documentos da execução do PDDE, as leis que regulamentam o Programa, assim como os manuais orientativos de prestação de contas. Para verificar os caminhos tomados pela direção escolar para uso dos recursos e o grau de participação da comunidade escolar, fizemos entrevista com a dirigente. Como resultados, percebemos que o PDDE pode ter ajudado na busca pela melhoria das condições infra estruturais possibilitando equipar a escola com mobiliário que ela não tinha, no entanto nota-se a necessidade de maior participação da comunidade escolar nos processos decisórios de alocação dos recursos, além disso, verifica-se a necessidade de o Programa ser utilizado para materialização do Projeto Político Pedagógico, para melhoria da qualidade do ensino e não como um dinheiro a ser investido naquilo que é de responsabilidade do poder público. Com este trabalho esperamos contribuir para efetivação de melhores processos e maior democratização na participação e elaboração das prioridades, favorecendo assim, a efetivação da qualidade de ensino

Abstract : The aim of this work was to understand the implementation of the resources of the Direct Money at School Program (PDDE) in a city school in Colombo in 2022, as a case study. We also sought to understand the program as an axis for financing public education, from its inception to recent changes. Thus, in this final paper, we examine the implementation and prioritization of PDDE resources and the extent to which the school community participates in decision-making processes. In order to achieve the proposed objectives, we conducted a bibliographic review on the subject, collecting documents on the implementation of the PDDE and others, such as laws and manuals on the program. In order to verify the way the school management uses the resources and the degree of participation of the school community, we interviewed the school director. The results showed that the PDDE may have helped improve the school's infrastructure by providing the school with furniture it didn't have. However, there is a need for greater participation of the school community in the decision-making processes for the allocation of resources, as well as the need for the program to be used to materialize the pedagogical-political project to improve the quality of teaching, and not as money to be invested in what is the responsibility of the public authorities. With this work, we hope to contribute to the implementation of better processes and greater democratization in the participation and elaboration of priorities, thus promoting the implementation of quality education
