Geração de energia eólica offshore : oportunidades e desafios

Abstract

Resumo: Este artigo tem por objeto de pesquisa analisar os benefícios obtidos a partir da geração de energia eólica, aspectos regulatórios do setor e quais são os desafios que geram incertezas na implementação de projetos, em especial offshore no Brasil. Foi feita uma revisão sistemática para avaliar o potencial eólico brasileiro, levantar os aspectos e entender a realidade atual, os fatores que levam a falta de respaldo legal e que resultam na falta de empresas interessadas para investirem em novas usinas, e as estimativas do setor para os próximos anos. Com isso foi possível identificar problemas de distribuição que afetam a capacidade de as usinas comercializarem a energia gerada, em especial o denominado constrained off, que consiste na impossibilidade da distribuição da energia gerada por incapacidade do Sistema Interligado Nacional – SIN. Entretanto, no estado do Rio de Janeiro, o setor está em expansão devido às empresas possuírem facilidade de utilizar a energia de outra forma, sem ser com venda direta ao Sistema Interligado Nacional. Assim, se faz necessário uma regulamentação nacional para que seja possível a exploração de todo o potencial brasileiro de geração de energia eólica offshore

Abstract: This article is a research object to analyse the benefits obtained from the generation of wind energy, the area regulatory aspects and what are the challenges that generate uncertainties in the implementation of projects, focussed offshore on Brazil. A systematic review was carried out to assess the Brazilian wind potential, raise the aspects and understand the current reality, the factors that lead to the lack of legal support and that result in the lack of companies identified to invest in new plants, and the characteristics of the sector to the next few years. With this, it was possible to identify distribution problems that affect the capacity of plants to commercialize the energy generated, the so-called constrained off, which consists of the impossibility of distributing generated energy due to the inability of the National Interconnected System - SIN. However, in the Rio de Janeiro state, the area is expanding because companies can use energy in another way, without being directly sold to the National Interconnected System. Thus, a national need is necessary so that it is possible to explore the entire Brazilian potential for offshore wind energy generation
