Análise SWOT da implantação de uma usina fotovoltaica no Cariri paraibano - Brasil

Abstract

Resumo: Uma análise dos impactos socioeconômicos e ambientais provenientes da implantação de uma usina solar fotovoltaica (UFV) no município de São João do Cariri na Paraíba é realizada mediante análise SWOT, como forma de dar abrangência socio-econômicaambiental e prosseguir com pesquisas já desenvolvidas, que apontaram esta região como sendo a que trará maiores benefícios para a operação do sistema elétrico regional. Portanto, busca-se analisar no âmbito social, econômico e ambiental, o ambiente externo (oportunidades e ameaças) trazidas ao município com uma futura instalação da UFV, bem como o ambiente interno (pontos fortes e fracos) do município para a UFV. Para tanto, levantamento das etapas da implantação da usina, análises da área necessária e disponível, culturas regionais, disponibilidade da mão-de-obra e intelectual são realizadas. Ao final, considerando os aspectos levantados e a análise inicial realizada, validou-se que a implantação da usina trará de fato benefícios à região de um modo geral, mas que não isenta a necessidade da aplicação de planos ambientais, programas de controle e monitoramento ambiental específicos e programas sociais para potencializar os benefícios e minimizar os impactos negativos

Abstract: An analysis of the socioeconomic and environmental impacts arising from the implementation of a solar photovoltaic plant (SPP) in the city of São João do Cariri in Paraíba, is carried out using a SWOT analysis, as a way of providing socio-economicenvironmental coverage and continuing with research already carried out, who pointed out this region as being the one that will bring the greatest benefits for the operation of the regional electricity system. Therefore, it seeks to analyze in the social, economic and environmental scope, the external environment (opportunities and threats) brought to the municipality with a future installation of the SPP, as well as the internal environment (strengths and weaknesses) of the municipality for the SPP. For this purpose, a survey of the stages of the plant's implementation, analyzes of the necessary and available area, regional cultures, availability of labor and intellectual capacity are carried out. In the end, considering the aspects raised and the initial analysis carried out, it was validated that the implementation of the plant will in fact bring benefits to the region in general, but that it does not exempt the need to apply environmental plans, control programs and environmental monitoring and social programs to maximize benefits and minimize negative impacts
