A gestão democrática na educação infantil : a ação das diretoras e o olhar sobre a participação das instâncias colegiadas nos CMEI's de Pinhais

Abstract

Resumo : Nesta pesquisa pretende-se entender como as decisões das diretoras dos CMEI’s, no município de Pinhais, ignoram ou atendem as normativas da gestão escolar democrática referente à participação de instâncias colegiadas na prática do dia a dia. Para isto, foi realizada uma pesquisa teórica, entrevista com quatro diretoras e presença em um encontro das APMF’s e Conselhos Escolares promovido pela Secretária Municipal de Educação, de Pinhais. O trabalho esta organizado com um capitulo referente a pesquisa teórica, apresentando conceitos e normas legais que embasam uma gestão escolar democrática. No capitulo seguinte há uma contextualização da educação infantil no município de Pinhais e uma descrição da metodologia que envolveu a construção da pesquisa que envolveu a elaboração de questionário de entrevista, escolha das unidades a ser visitada, a abertura de protocolo para requisição de documentos/informações quanto a educação infantil do município. Por fim, uma analise das entrevistas com as diretoras das unidades em que é possível identificar as ações das diretoras bem como a forma de participação das instancias colegiadas.

Abstract : This research intends to understand how the decisions of the directors of the CMEI's in the municipality of Pinhais ignore or comply with the norms of democratic school management regarding the participation of collegiate bodies in day-to-day practice. For this, a theoretical research was carried out, interview with four directors and presence in a meeting of APMF's and School Councils promoted by the Municipal Secretary of Education of Pinhais. The work is organized with a chapter on theoretical research, presenting concepts and legal norms that support democratic school management. In the following chapter, there is a contextualization of early childhood education in the municipality of Pinhais and a description of the methodology that involved the construction of the research that involved the preparation of an interview questionnaire, the choice of units to be visited, the opening of a protocol for requesting documents / information education. Finally, an analysis of the interviews with the directors of the units in which it is possible to identify the actions of the directors as well as the form of participation of the collegiate bodies.
