A profissionalização docente e a formação de professores : uma análise das políticas de formação continuada RME de Curitiba na gestão de Gustavo Fruet (2013-2016)

Abstract

Resumo : Neste trabalho serão analisadas as políticas de formação continuada da Prefeitura de Curitiba na Gestão de Gustavo Bonato Fruet (2013-2016). Para atingir este objetivo, estruturou-se o trabalho partindo da contextualização histórica da formação de professores no Brasil e em Curitiba, passando pela Reforma Nacional de Formação de Professores (1990-2002), na qual destaca-se a contextualização da profissão e identidade docentes, até, enfim, analisar as políticas de formação continuada da Gestão 2013-2016. Para a construção da análise do histórico da formação docente no Brasil e em Curitiba, foi utilizada principalmente a revisão bibliográfica dos autores Louro, Saviani e Vieira e, também, de entrevista com uma pedagoga da Rede Municipal de Educação. Para contextualizar a profissão e a identidade docente foi efetuada revisão bibliográfica sobre o tema, utilizando como principais autores Campos, Flores, Huberman, Nóvoa, Paula Júnior e Sacristán e, também, a LDB 9394/96. Para a análise das políticas de formação continuada da Gestão 2013-2016, foram revisados relatórios de gestão elaborados pela Secretaria Municipal de Educação de Curitiba, levando em consideração os dados dos cursos, bem como a adesão e o aproveitamento realizados. Foi observado que o investimento, tanto pedagógico quanto financeiro, contribui de forma significativa para a construção da profissionalização, profissionalidade e do profissionalismo docente.

Abstract : This work analyzes the policies of continuing education of the city of Curitiba during the management of mayor Gustavo Bonato Fruet (2013-2016). For this purpose, the work is structured in three sections. First, the work introduces the historical contextualization of a teacher training in Brazil and in Curitiba. In the second section, the work reports the Reforma Nacional de Formação de Professores (National Teacher Training Reform) (1990-2002), in which the contextualization of the profession and the teaching identify is highlighted. At last, the work analyzes the policies of continuing education of teachers in the 2013-2016 management period. For the construction of the analysis of the history of teacher education in Brazil and in Curitiba, the bibliographical review of authors Louro, Saviani and Vieira was mainly and also an interview with Educator from Rede Municipal de Educação de Curitiba. In order to contextualize the profession and the teaching identity, a bibliographic review was done on the subject, having as the main authors Campos, Flores, Huberman, Nóvoa, Paula Júnior and Sacristán and also of the LDB 9694/96. For the analysis of the policies of continuous training of the 2013-2016 management period, management reports prepared by the Municipal Department of Education of Curitiba were reviewed, taking into account the data of the courses, as well as the adhesion and the utilization coefficient realized. It was observed that both the pedagogical and financial investment contributed in a significant way to the professionality, professionalism and professionalization development of the teacher.
