Turismo e cassinos : critérios e impactos para a regulamentação do jogo no Brasil

Abstract

Resumo : O presente trabalho busca caracterizar a importância das atividades realizadas com o turismo de cassinos, associando o histórico de seis destinos turísticos internacionais às legislações e regulamentos correlatos para a prática desse tipo de turismo. O objetivo deste estudo é compreender os critérios legais e turísticos para uma possível regulamentação dos cassinos no Brasil, diante do cenário atual onde tramita um projeto de lei, aprovado pela câmara dos deputados, que considera a legalização dos cassinos em território nacional. A metodologia utilizada foi de uma pesquisa documental de caráter exploratório, em que foram analisados o histórico e as legislações em vigor dos seis destinos escolhidos. Também foi observado que no Brasil, durante a metade do século XX, o país viveu seu auge no turismo atrelado principalmente com a liberação dos cassinos durante o período de 1920 até a sua proibição, em 1946, que perdura até os dias atuais. Além disso, com a análise da legislação em vigor das regiões turísticas analisadas, foi possível entender as diferentes regras para a regulamentação dos destinos e, com isso, observou-se a importância de estudar essa atividade que gera oportunidades econômicas e experiências turísticas. Com esse ramo de informações, foi possível realizar um questionário para profissionais da área de hotelaria, mais precisamente do setor de resorts, sobre impactos da legalização dos cassinos em território brasileiro. E como projeto final, a construção de um perfil em duas redes sociais que consiste na conscientização das pessoas acerca do tema abordado nesse trabalho.

Abstract : This paper seeks to characterize the importance of casino tourism activities, associating the history of five international tourist destinations to the related laws and regulations for the practice of this type of tourism. The goal of this research is to compretend the legal and tourist criteria for a possible regulation of casinos in Brazil, given the current scenario where a bill is being discussed, approved by the House of Representatives, which considers the legalization of casinos in the national territory. The methodology used was an exploratory documentary research, which analyzed the history and current laws of the five chosen destinations. It was also observed that in Brazil, during the mid-twentieth century,the country experienced its peak in tourism linked mainly to the release of casinos during the period from 1920 until its prohibition in 1946, which lasts until today. In addition, with the analysis of the legislation in force of the regions analyzed, it was possible to understand the different rules for the regulation of destinations and, therefore, it was observed the importance of studying this activity that generates economic opportunities and tourist experiences. With this branch of information, it was possible to conduct a questionnaire for professionals in the hospitality industry, more precisely in the resort sector, about the impacts of the legalization of casinos in Brazil. And as a final project, the construction of a profile in two social networks that consists in making people aware of the theme addressed in this work.
