Educação para democracia : uma proposta para os conselhos municipais de turismo

Abstract

Resumo : Os conselhos de políticas públicas são instituições participativas que oferecem um potencial para uma solução participativa dos problemas públicos. No turismo os conselhos atuam juntamente com os órgãos públicos buscando fortalecer a participação da sociedade no ciclo das políticas públicas da área e assim gerar resultados. Todavia, considerando a diversidade e a rotatividade entre os conselheiros, para o bom funcionamento dos conselhos é importante que eles sejam capacitados para exercício da função. Assim, o presente trabalho tem como objetivo geral analisar a educação para a democracia nos conselhos municipais de turismo. Com a análise dos resultados pode-se ter um panorama mundial, com base nas plataformas trabalhadas, sobre a participação. Notou-se que na Europa o país com o maior número de experiências foi a Itália, na América Latina foi o Equador. Os resultados das entrevistas realizadas discorrem sobre falta de conhecimento acerca dos conceitos de conselho e democracia bem como a falta de entendimento do funcionamento e deveres dentro do conselho. Diante da realidade encontrada na pesquisa de caráter exploratória realizada com o auxílio de coleta de dados e entrevistas, se confirmou a possibilidade e o interesse dos entrevistados em colaborar com um projeto de capacitação com o objetivo de melhorar o funcionamento dos conselhos municipais de turismo.

Abstract: Public policy councils are participatory institutions that offer the potential for a participatory solution to public problems. In tourism, the councils work together with public agents seeking to strengthen society's participation in the cycle of public policies in the area and thus generate results. However, considering the diversity androtation among the directors, for the good functioning of the councils it is important that they are trained to perform their function. Thus, the present work has the general objective of analyzing education for democracy in municipal tourism councils. With the analysis of the results, it is possible to have a global panorama, based on the platforms worked on, about participation. It was noted that in Europe the country with the greatest number of experiences was Italy, in Latin America it was Ecuador. The results of the interviews carried out discuss the lack of knowledge about the concepts of council and democracy as well as the lack of understanding of the functioning and duties within the council. In view of the reality found in the exploratory research carried out with the aid of data collection and interviews, the possibility and interest of the interviewees in collaborating with a training project with the objective of improving the functioning of municipal tourism councils was confirmed.
