O gasto aluno ano: uma análise do financiamento da educação básica dos municípios de Araquari, Florianópolis e Joinville - SC

Abstract

Resumo : Este trabalho tem o objetivo de analisar o financiamento da educação básica da rede municipal de ensino nos municípios de Santa Catarina (SC), sejam eles: Araquari, Joinville e Florianópolis, a partir do Relatório de Execução Orçamentária de 2017, elencando os valores disponíveis e os efetivados com gasto em educação, assim como o gasto aluno potencial e compará-los ao Custo Aluno Qualidade - CAQ, do ano de 2017. Parte-se da seguinte pergunta: qual é o valor gasto aluno ano dos municípios de Araquari, Florianópolis e Joinville - SC e como se caracteriza o financiamento da educação destes municípios Para levantamento dos dados foi utilizado o CENSO Escolar de 2017 disponibilizados pelo Laboratório de Dados Educacionais, os recursos financeiros foram obtidos no Sistema de Informações sobre Orçamentos Públicos (SIOPE) e o valor médio do CAQ, por meio do Simulador do Custo- Aluno-Qualidade (SIMCAQ). Ao observar as diferenças entre as redes municipais, verificouse que a quantidade de matrículas, a divisão da responsabilidade entre os demais entes federados e também a quantidade de escolas caracterizam suas distinções. A análise do financiamento da educação dos três municípios demonstrou a dependência destes frente ao Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação - FUNDEB, além de apresentar o valor do gasto aluno ano obtido pelos três municípios e o gasto aluno potencial, evidenciando as disparidades de um município para o outro.

Abstract : This work has the objective of analyzing the financing of basic education of the municipal education network in the municipalities of Araquari, Joinville and Florianópolis - SC, based on the Budget Execution Report of 2017, listing the available values and those made with education expenditure, as well as the potential of spending and to compare them with the Cost Student Quality - CAQ, for the year 2017. The following question is asked: what is the student spending value of the municipalities of Araquari, Florianópolis and Joinville - SC and how is the financing of the education of these municipalities? Data were collected using the 2017 School Census provided by the Educational Data Laboratory, the financial resources were obtained from the Public Budget Information System (SIOPE) and the average value of the CAQ, through the Cost-Student-Quality Simulator (SIMCAQ).. Observing the differences between the municipal networks, it was verified that the number of enrollments, the division of responsibility between the other federated entities and also the number of schools characterize their distinctions. The analysis of municipal education financing showed the dependence of all on the Fund for Maintenance and Development of Basic Education and Valorization of Education Professionals - FUNDEB, in addition to presenting the student spending value obtained by the three municipalities and their potential expenditure, highlighting the disparities between municipalities.
