Educação escolar quilombola : um olhar sobre o atendimento a esta modalidade de educação no Paraná

Abstract

Resumo : O presente trabalho trata sobre a educação escolar quilombola no Paraná. Tem por objetivo analisar as políticas educacionais que asseguram o atendimento a esta modalidade de educação que visa atender as especificidades étnicas/culturais das comunidades quilombolas, cuja realidade social e histórica é marcada pela invisibilidade e exclusão social. Para tanto, partimos da seguinte indagação: Quais as estratégias e marcos legais utilizados pelo Estado do Paraná para atendimento da demanda da educação escolar quilombola? Para analisar tal questionamento, realizamos análise documental, bibliográfica e entrevista semiestruturada com a Técnica Pedagógica da Secretaria de Estado da Educação do Paraná, responsável pela temática. Os aportes teóricos fundamentaram-se nas leituras sobre quilombos, educação quilombola, relações raciais, desigualdades educacionais e políticas afirmativas. Observamos que as referências legais e principalmente as implicações da Lei 10.639/03 contribuíram de forma significativa para o entendimento dos desdobramentos legais na implantação desta modalidade educacional no Estado. As análises feitas neste trabalho demonstram que o atendimento a esta demanda está sendo incluído lentamente nas agendas das políticas educacionais do Estado., A invisibilidade e dificuldade de acesso aos dados sobre esta população expõe a necessidade de pesquisas e mapeamentos atualizados para identificação da situação de exclusão dos quilombolas do Paraná.

Abstract : The present work deals with quilombola school education in Parana and aims to analyze the educational policies that ensure the attendance to this type of education that aims to meet the ethnic / cultural specificities of quilombola communities, whose social and historical reality is marked by invisibility and social exclusion. To do so, we start with the following question: What are the strategies and legal frameworks used by the State to meet the demands of quilombola school education? To analyze this questioning, we performed documentary, bibliographic analysis and semi-structured interview with the Pedagogical Technique of the State Secretariat of Education of Paraná, responsible for the theme. The theoretical contributions were based on the readings on quilombos, quilombola education, racial relations, educational inequalities and affirmative policies. We observed that the legal references and mainly the implications of Law 10.639 / 03 contributed significantly to the understanding of the legal developments in the implementation of this educational modality in the State. The analyzes carried out in this study demonstrate that the attendance to this demand is being included slowly in the educational policy agendas of the State., The invisibility and difficulty of access to the data on this population exposes the need for updated surveys and mappings to identify the situation of exclusion of the quilombolas from Paraná.
