A política de pesquisa científica na Polícia Militar do Paraná

Abstract

Resumo: A cultura policial (valores, normas, perspectivas) revela, em regra, conservadorismo intelectual. Na tomada de decisões dos gestores, consideram-se frequentemente apenas elementos concretos. A inovação, pela experimentação ou pesquisa, suscita nestes espaços reações imediatas, que tendem a rejeição. O presente estudo visa analisar uma tentativa de mudança neste universo, que não deve ser encarado como monolítico, universal, nem tampouco imutável. Quando e como a pesquisa entra na agenda da organização Polícia Militar do Paraná (PMPR)? Quem são os protagonistas nos embates de ideias? Quais são os eventuais reflexos das mudanças legislativas e operativas que sedimentaram a pesquisa científica na corporação? (PMPR). São as perguntas que guiam o estudo. A alteração da Lei de Organização Básica da corporação (Lei Estadual 16.575/2010) é o marco de partida da análise. A então Diretoria de Ensino (dirigida exclusivamente por coronel do quadro combatente), órgão de direção do sistema de ensino, incorpora a responsabilidade pelo planejamento, coordenação, fiscalização e controle da pesquisa desenvolvida no âmbito da PMPR. É instituído pela referida lei um órgão de apoio à diretoria, o Centro de Pesquisa, que servirá de campo para a investigação. Outra norma que tem efeitos indiretos no fortalecimento da pesquisa na organização é a alteração da Lei de Promoção de Oficiais no ano de 2015. Ao contar pontos para promoção por merecimento pelos cursos de Mestrado e Doutorado há uma evidente elevação no número de pesquisadores na PMPR, devendo ser apresentado uma perspectiva sobre este fenômeno. A integração da Academia Policial Militar do Guatupê à UNESPAR, como unidade especial da universidade também reflete o interesse na sedimentação de um novo patamar ao processo de ensino e pesquisa. Para dissecar o que ensejou estas novas perspectivas, foram realizadas entrevistas com oficiais da corporação que participaram dos processos de alterações legislativas e operativas para tentar delinear a trajetória da construção e ascensão de ideias e percepções sobre a "questão da pesquisa" como política na agenda da corporação (rastreamento de processo). A coleta de dados no Centro de Pesquisa poderá constatar quais são os avanços conquistados e eventualmente identificar linhas de pesquisas sedimentadas na organização. As perspectivas teóricas escolhidas foram o institucionalismo (sociológico, para explicar a dificuldade de reforma; e discursivo, desenvolvido pelos atores no processo de geração, deliberação e legitimação de ideias que oportunizaram a mudança) e o modelo de múltiplos fluxos no processo de definição de agenda. Abstract: Police culture (values, norms, perspectives) reveals, as a rule, intellectual conservatism. In the decision-making of managers, often only concrete elements are considered. Innovation, by experimentation or research, provokes in these spaces immediate reactions, which are tend to be reject. The present study aims to analyze an attempt to change in this universe, which should not be seen as monolithic, universal, or immutable. When and how does the research enterthe agenda of the Military Police of Paraná (PMPR)? Who are the protagonists in the clashes of ideas? What are the possible reflections of the legislative and operational changes that have cemented scientific research in the corporation?. These are the questions that guide the study. The change in the corporation's Basic Organization Law (State Law 16,575 / 2010) is the starting point of analysis. The Board of Directors of Education (directed exclusively by the combatant colonel), the governing body of the education system, incorporates the responsibility for planning, coordinating, supervising and controlling the research developed within the scope of the PMPR. This law establishes a support body for the board of directors, the Research Center, which will serve as a field for research. Another rule that has indirect effects in the strengthening of the research in the organization is the amendment of the Law of Promotion of Officers in the year of 2015. When counting points for promotion by merit throught Masters an Doctoral degrees there is an evident increase in the number of researchers in the PMPR, a perspective on this phenomenon should be presented. The integration of Guatupê Military Police Academy with UNESPAR as a special unit of the university also reflects the interest in sedimentation of a new level to the teaching and research process. To dissect what brought about these new perspectives, interviews were conducted with officers of the corporation who have participated in the processes of legislative and operational changes to try to outline the trajectory of the constructionand rise of ideas and perceptions about the "research question" as a policy on the agenda of corporation (process tracking). The data collection in the Research Center will be able to verify what advances have been achieved and possibly identify lines of research established in the organization. The theoretical perspectives chosen were institutional (sociological, to explain the difficulty of reform, and discursive, developed by the actors in the process of generation, deliberation and legitimation of ideas that made the change possible) and the model of multiple flows in the process of agenda setting.
