Planejamento orçamentário para a educação : estudo sobre as leis de diretrizes orçamentárias (LDOS) do município de Macaé, Rio de Janeiro

Abstract

Resumo : O presente trabalho tem como objetivo analisar o tratamento oferecido ao tema da educação nas Leis de Diretrizes Orçamentárias (LDOs) do município de Macaé, RJ, nos anos de 2014, 2015, 2016 e 2017. Primeiramente, a busca pelas LDOs se dá por meio do portal da transparência do município. Em seguida, realiza-se a análise das metas planejadas para a Educação. Para a tabulação das metas foram utilizadas as seguintes categorias: merenda; transporte; imóveis e infraestrutura; ações, programas e convênios; profissionais da educação; material didático e afins. Além disso, em cada categoria as metas foram organizadas de acordo com a etapa e a modalidade de ensino contemplada. Cabe ressaltar que, como a análise dos anexos se deu de maneira completa, ou seja, foram verificadas as metas de todas as secretarias, observou-se metas planejadas para a educação em outras funções.

Abstract : The objective of this study is to analyze the treatment offered to the topic of education in the Laws of Budgetary Guidelines of the municipality of Macaé, RJ, in the years 2014, 2015, 2016 and 2017. First, the search for Laws of Budgetary Guidelines occurs through of the transparency portal of the municipality. Next, the analysis of the planned goals for Education is carried out. The following categories were used to tabulate the goals: snack; transport; real estate and infrastructure; actions, programs and agreements; education professionals; teaching materials and the like. In addition, in each category the goals were organized according to the stage and the modality of teaching contemplated. It should be noted that, since the analysis of the annexes was done in a complete way, that is, the goals of all the secretariats were verified, it was observed goals planned for the education in other functions.
