Da colônia à metrópole : trajetórias e discursos em torno da agricultura urbana na cidade de Curitiba/Paraná

Resumo: A capacidade de articular as diferentes questões contemporâneas tem levado distintas instituições a promover e estimular iniciativas de agricultura urbana. No caso de Curitiba, há diferentes atores envolvidos e tratamentos dados a estas práticas por parte do poder público municipal. Para o entendimento disto, foi necessário recorrer aos eventos que culminaram na trajetória atual. Então, procedeu-se uma análise documental e bibliográfica para observância dos processos históricos, analisados à luz do neo-institucionalismo histórico. O objetivo do estudo foi descrever as trajetórias da agricultura em Curitiba entre o período colonial e o momento presente. O segundo capítulo tratou de elementos que antecederam e estabeleceram as bases para a emergência do discurso cidade modelo, a partir do momento em que configuraram hábitos sociais. Entre o período colonial e o início da década de 1970, foram identificadas três conjunturas críticas: a formação do cinturão verde, o Plano Agache e a criação do IPPUC. As duas primeiras, respectivamente resolveram problemas de abastecimento alimentar e de modernização da cidade em concepção dicotômica entre rural e urbano. Já o IPPUC foi o responsável pela inauguração do período que deu a Curitiba sua fama. O período subsequente, após a ascensão de Jaime Lerner ao cargo de prefeito, foi marcado pela intensificação dos processos de mudança, quando foram colocados em prática alguns projetos previstos no Plano Preliminar de Urbanismo e intervenções pontuais no espaço urbano passaram a caracterizar a ação da municipalidade. Uma delas foi a criação da Cidade Industrial de Curitiba, bairro que ocupa cerca de 10% do território municipal. A execução do projeto, dado o autoritarismo com que propriedades rurais foram anexadas ao território urbano, só foi possível porque o país atravessava os "anos de chumbo" da ditadura civil-militar. Ainda que a crise econômica dos anos 1980 tenha limitado a ocupação do local por empresas, o mesmo não ocorreu em relação a ocupações irregulares e a própria política urbana, culminando em um cenário onde os agricultores se saíram como grande grupo perdedor da situação. Isto continuou com a criação dos Setores Especiais de Interesse Social, conjuntura que intensificou a expansão urbana para a região sul da cidade, ainda rural até aquele momento. Como consequência, no ano 2000 Curitiba passou a ter seu território todo classificado como urbano, o que acarreta uma série de dificuldades aos agricultores que ainda subsistem, visto que o fato de ser agricultores em território urbano os desqualifica para uma série de políticas. O quarto capítulo trata dos programas de agricultura urbana e de que forma demandas atuais da sociedade quanto ao tema são incorporadas às políticas municipais e do porquê estas situações não são consideradas conjunturas críticas. Por fim, ressalta-se questão agrícola em Curitiba tem seguido diferentes caminhos a depender dos atores que a praticam. Enquanto os agricultores tradicionais estão, aparentemente, fadados ao desaparecimento, uma nova tendência de produção em menor escala e voltada ao autoconsumo pode estar surgindo e tem sido valorizada. Todavia, para que se torne profícua, a agricultura requer uma série de políticas coordenadas que englobem diferentes aspectos da prática. Abstract: The capacity to articulate different questions of contemporaneity has carried institutions to promote and stimulate urban agriculture initiatives. In the case of Curitiba, different social actors are involved, and different treatments are given from these practices by the municipal government. To understand this, it was necessary to recover to the events that finished in the actual path. So, the author proceeded a documental and bibliographic analysis to observe the historical processes, analyzed according to historical neo-institucionalism. The goal of this study was to describe the agriculture paths in Curitiba between the colonial period and the present moment. The second chapter addressed elements that preceded and served as a basis for the model city discourse, since the moment that it has configured social habits. Between the colonial period and the beginning of the 1970’s decade, it was identified three critical junctures: green belt formation, The Agache Plan and the creation of IPPUC. The first two ones respectively had resolved problems of food supply and modernization of the city in dichotomous conception between rural and urban. The IPPUC was responsible for the inauguration of the period that gave Curitiba its fame. In the subsequent period, after the ascension of Jaime Lerner to the post of mayor, it was characterized by the intensification of change process, when some projects provided in Urbanism Preliminary Plan were put into practice and punctual intervention on urban space started to characterize the municipality action. One of them was the creation of Cidade Industrial de Curitiba, district that occupies about 10% of the municipal territory. Considering the authoritarianism with which rural properties were annexed to urban territory, the project’s execution only was possible because the country was going through the "leaden years" ("anos de chumbo") of the civil-military dictatorship. Even if the economic crisis of the 1980s had limited the occupation of the place by companies, the same hadn’t happened with irregular occupation and the urban policy, culminating in a scenario where farmers were the big losers in the situation. It continued with the creation of the Special Sectors of Social Interest (Setores Especiais de Interesse Social), situation that intensified urban expansion to the southern region of the city, still rural at that moment. As a result, in 2000 Curitiba began to have its entire territory classified as urban, which entails a series of difficulties for farmers who are still subsystems, since the fact of being farmers in urban territory disqualifies them for a series of policies. The fourth chapter deals with urban agriculture programs and how society's current demands are incorporated into municipal policies and why these situations do not characterize critical junctures. Finally, the agricultural issue in Curitiba has followed different paths depending on the actors that practice it. While the traditional ones are apparently doomed to disappear, a new trend of production on a smaller scale and aimed at self-consumption may be emerging and has been valued. However, to become fruitful, agriculture requires a series of coordinated policies that encompass different aspects of practice.
