Políticas públicas distributivas : a literatura brasileira em análise

Abstract

Resumo : Política distributiva é um tipo de política pública que tem como característica a distribuição concentrada de benefícios cujos custos sejam difusos. Literaturas internacionais têm apontado que esse tipo de política pública se direciona ao estabelecimento da conexão eleitoral, orientando o comportamento parlamentar na arena eleitoral e na arena legislativa. As premissas sustentam que a distribuição de benefícios por meio das políticas distributivas ocorre estrategicamente em territórios coincidentes com o distrito eleitoral de representantes do poder Executivo e do poder Legislativo. Nesse contexto, a presente pesquisa tem como objetivo identificar como a literatura brasileira estuda a política pública distributiva, mapeando sua estrutura no campo científico das Ciências Sociais. Por meio de análises bibliométricas e revisão sistemática da literatura publicada na base Scopus, análises através dos softwares Vosviewer e StArt identificaram que a literatura brasileira sobre políticas distributivas i) apresenta um padrão de variação de publicações, sendo recorrentes em anos específicos (entre 2001 e 2003, 2011 e 2017), baixas em alguns (2004 a 2010, 2012 a 2016, 2018) e nulas em outros (entre 1998 e 2000, 2006 e 2008); ii) as palavras-chave das publicações se referem a dimensões do sistema político e "federalism" é a de destaque (seguida por "budget amendments", "legislative behavior", "public policie" e "elections"); iii) o funcionamento do sistema político e o comportamento legislativo orientado por interesses eleitorais centralizam o debate teórico acerca das políticas distributivas.

Abstract : Distributive policy is a type of public policy that has the concentrated distribution of benefits whose costs are diffuse. International literature has pointed out that this kind of public policy is directed towards establishing the electoral connection, guiding parliamentary behavior in the electoral arena and in the legislative arena. The assumptions hold that the distribution of benefits through distributive policies occurs strategically in territories coincident with the electoral district of representatives of the executive and legislative branches. In this context, this research aims to identify how Brazilian literature studies distributive public policy, mapping its structure in the scientific field of Social Sciences. Through bibliometric analysis and systematic review of the literature published in the Scopus database, analyzes using the software Vosviewer and StArt identified that the Brazilian literature on distributive policies i) presents a pattern of variation of publications, being recurrent in specific years (between 2001 and 2003). , 2011 and 2017), low in some (2004 to 2010, 2012 to 2016, 2018) and nil in others (between 1998 and 2000, 2006 and 2008); ii) the keywords of the publications refer to dimensions of the political system and "federalism" is the highlight (followed by "budget changes", "legislative behavior", "public policie" and "elections"); iii) the functioning of the political system and legislative behavior guided by electoral interests centralize the theoretical debate about distributive policies.
