Resumo : O presente trabalho teve como objetivo compreender em que medida as mudanças na política de educação especial refletem o direito à educação das crianças com deficiência no estado do Paraná e, se essas mudanças favorecem a inclusão escolar desses alunos. Para esta constatação, inicialmente, se apontam as contribuições de Goffman em relação ao conceito de estigma e como as instituições de educação especial podem ser ambientes excludentes e estigmatizadores. Seguidamente, à luz do método de Análise de Conteúdo de Bardin (2016), foi realizado um estudo bibliográfico e documental baseado em pesquisas anteriores referentes à temática, assim como em documentos oficiais, nacionais e estaduais, que contribuíram para a compreensão do contexto histórico e político da concepção dos mesmos. Finalmente é realizado um levantamento dos indicadores de matrículas das classes exclusivas em uma série histórica com o intuito de verificar a relação público/privado na oferta da educação inclusiva no Paraná. Assim, foi possível constatar que a Educação Especial no estado do Paraná, no atendimento do Ensino Fundamental, inviabiliza o direito à educação inclusiva em escolas comuns, configurando-se como oferta segregacionista e substitutiva além de haver um incentivo do estado para matrículas em instituições privadas e de caráter filantrópico. Abstract : The present study aims to understand the extent to which changes in special education policy take into account the right to education of children with disabilities in the state of Paraná, as well as whether these changes foster school inclusion for these students. For this assessment, initially, Goffman's contributions regarding the concept of stigma are called upon in order to evaluate the ways in which special education institutions can end up becoming exclusionary and stigmatizing environments. Then, following the Bardin Content Analysis method (2016), a bibliographic and documentary study was carried out based as much on previous research dealing with the subject as on official national and state documents that help understand the historical political context. Finally, we proceeded to survey the enrollment indicators of the exclusive classes in a historical series, in order to verify the public/private relationship in the offer of inclusive education in the state. Thus, it was possible to verify that Special Education within the realm of Elementary Schools n the State of Paraná makes it unfeasible for the right to inclusive education to become tangible, revealing itself not only as a rather segregationist and substitutive service, but also as an ill-disguised state incentive for enrollment in private and philanthropic institutions.
