Entre terra e território : desenhos territoriais e relacionalidade na reforma agrária no Paraná

Abstract

Resumo: O presente texto traz a descrição, análise e sistematização do conflito fundiário no município de Castro (PR) em torno da Fazenda Capão do Cipó. O texto conta com uma descrição do processo jurídico da disputa e do planejamento territorial popular realizado com a comunidade Maria Rosa do Contestado que, em agosto de 2015 ocupou a área com a organização do Movimento dos Trabalhadores Rurais Sem-Terra (MST). A área, que estava sendo utilizada de forma ilegal por instituições do agronegócio da região, se tornou um espaço de disputa entre diferentes processos de territorialização, que desde a perspectiva ontológica, ou seja, da construção de mundos. Por um lado, o Mundo de Um Mundo, da hegemonia do sistema moderno colonial e capitalista e, por outro lado, o Mundo de Muitos Mundos, da construção de possibilidades, alternativas ao desenvolvimento, em defesa da vida. Os processos serão descritos a partir da atuação do coletivo PLANTEAR (Planejamento Territorial e Assessoria Popular), na construção de estudos técnicos para o processo jurídico ao redor da apropriação da terra e do planejamento territorial junto à comunidade. Na primeira situação, a leitura do processo vai apontar a potencialidade da presença do território praticado e construído pela comunidade no processo jurídico, contribuindo com a defesa da reforma agrária na área. Na segunda situação se evidenciará uma ampliação sobre as dimensões da luta pela terra e organização territorial das comunidades em área da reforma agrária fortalecendo a ideia da luta por terra e território, onde a autonomia sobre o mesmo se destaca. A partir da prática da pesquisa vai se caracterizar uma proposta de tese extensionista discutindo a perspectiva de uma pesquisa pautada pela extensão popular universitária, atuante no contexto de luta pela terra no estado do Paraná e no planejamento territorial popular. Relacionado à proposta também se delimita uma postura metodológica onde o território ganha centralidade como conceito e como metodologia, levando à proposta do território comum como perspectiva da construção comunitária. Pretende-se contribuir com a política de Reforma Agrária com uma proposta de desenho territorial como processo de escuta e construção de território no planejamento de assentamentos a partir da realidade e autonomia da comunidade, assim como contribuir com a construção de uma Reforma Agrária Popular, Agroecológica, Comunitária e Territorial e, por fim, abrir o debate na relação entre pesquisa e extensão popular

Abstract: This text describes, analyzes, and systematizes the land conflict in the municipality of Castro (PR) surrounding the Capão do Cipó Farm. The text contains a description of the legal process of the dispute and the popular territorial planning carried out with the Maria Rosa do Contestado community, which occupied the area in August 2015 with the organization of the Landless Rural Workers' Movement (MST). The area, which was being used illegally by agribusiness institutions in the region, became a space of dispute between different processes of territorialization, from an ontological perspective, that is, the construction of worlds. On one hand, the World of One World, of the hegemony of the modern colonial and capitalist system; and, on the other hand, the World of Many Worlds, of the construction of possibilities, alternatives to modern development, in defense of life. The processes will be described based on the work of the PLANTEAR collective (Territorial Planning and Popular Advisory), in the construction of technical studies for the legal process surrounding the appropriation of land and the territorial planning made together with the community. In the first situation, the reading of the process will point out the potential presence of the territory practiced and constructed by the community in the legal process, contributing to the defense of agrarian reform in the area. In the second situation, an expansion of the dimensions of the struggle for land and territorial organization of communities in the agrarian reform area will be evident, strengthening the idea of the struggle for land and territory, where autonomy over the same stands out. Based on the research practice, a proposal for an extension thesis will be characterized, discussing the perspective of a research guided by popular university extension, active in the context of the struggle for land in the state of Paraná and in popular territorial planning. Related to the proposal, a methodological posture is also defined in which the territory gains centrality as a concept and as a methodology, leading to the proposal of common territory as a perspective of community construction. The aim is to contribute to the Agrarian Reform policy with a proposal for territorial design as a process of listening and building territory in the planning of settlements based on the reality and autonomy of the community, as well as contributing to the construction of a Popular, Agroecological, Community and Territorial Agrarian Reform and, finally, opening the debate on the relationship between research and popular extension
