A sustentabilidade nos programas de governo dos governadores eleitos em 2022 no Brasil

Abstract

Resumo: Candidatos registram seus programas de governo na justiça eleitoral e os apresentam aos eleitores durante a campanha. Temas relevantes que serão levados para a gestão nos quatro anos subsequentes em geral estão ali registrados. Assumindo essa premissa, a presente dissertação investiga a participação da temática da sustentabilidade na composição dos programas de governo dos candidatos eleitos ao cargo de governador nas eleições de 2022. Os documentos foram extraídos da base de dados do Tribunal Superior Eleitoral (TSE) e foram sistematizados utilizando-se recursos computacionais de apoio à metodologia de análise textual e análise de redes sociais (ARS). Para a organização, tratamento, análise e visualização dos dados foram utilizados os softwares Zotero, OpenRefine, LibreOffice (tanto para planilhas eletrônicas quanto editor de texto) e Gephi. Os resultados são consistentes ao constatar uma participação central da temática do desenvolvimento sustentável nos programas de governo, indicando espaço para que a sustentabilidade se torne uma prioridade nas gestões dos governadores estaduais no Brasil

Abstract: Candidates register their government programs with the electoral court and present them to voters during the campaign. Relevant topics that will be taken to management in the following four years are certainly recorded there. Assuming this premise, this dissertation investigates the participation of the theme of sustainability and the Sustainable Development Goals (SDGs) in the composition of the government programs of the candidates elected to the position of governor in the 2022 elections. The documents were extracted from the database of the Superior Electoral Court (TSE) and were systematized using the methodology and tools of social network analysis (ARS). For the organization, treatment, analysis and visualization of the data, the software Zotero, OpenRefine, LibreOffice (both for electronic spreadsheets and text editor) and Gephi were used. The results are consistent with the fact that the theme of sustainable development has a central role in government programs, indicating great possibilities for sustainability to become a priority in the administrations of state governors in Brazil
