FETICHE E ALIENAÇÃO : Percepção dos moradores em relação as Políticas Públicas e Serviços ofertados pelo município de Matinhos-PR na temporada e fora da temporada de verão

Abstract

Resumo: Matinhos-PR por ser uma cidade litorânea e com belas praias, nos meses entre dezembro e fevereiro de cada ano, vivencia a temporada de verão, na qual se vê que há uma mudança muito grande no cotidiano de seus moradores, devido a vinda de turistas e veranistas, na sua maioria de Curitiba–PR, todos com intuito de aproveitar essa fase de três meses ao máximo. Porém trazem consigo seu processo de história de vida, com ideologias, culturas, moral etc. Buscou-se sanar as dúvidas surgidas quanto há esse encontro de visão de mundo, entre morador e turista, que está diretamente relacionada com o fetiche e alienação da temporada de verão. Através de um questionário contendo 22 perguntas abertas e fechadas relacionadas a percepção dos moradores quanto as Políticas Públicas e Serviços na temporada e fora da temporada, e a relação entre moradores e turistas. As informações coletadas a partir dos questionários respondidos por 66 moradores voluntários de MatinhosPR, pode–se identificar muitos conflitos entre eles: a grande diferença de investimentos públicos na fase da temporada e a precariedade de recursos fora da temporada evidenciando para quem de fato são destinados os recursos para uma qualidade de vida. Notou-se com destaque a relação da expectativa do incremento da renda na temporada, a espera de um ganho financeiro maior, maiores ofertas de trabalho e qualidade de serviços, ou seja, essa potencialização de recursos sejam elas do turismo quanto do estado, fazem com que os moradores se satisfaçam com o mito da temporada, se cegando com a falta de tudo isso, portanto se satisfazendo com o mínimo fora da temporada. Para que de fato haja mudança e que os moradores, juntamente com o turistas, possam ter uma relação harmoniosa e com vistas ao bem estar social, é necessário a quebra de paradigmas entre eles e uma forte mobilização popular em todos os sentidos, sejam eles: nos relacionamentos entre eles, na maior cobrança e ação para com seus governantes nas melhorias publicas, uma percepção pontual de articulação para com todos os setores e órgãos públicos, buscando melhorias para a realidade local.

Abstract: The Matinhos city is located on the coast of Paraná state and, for being a coastal city with beautiful beaches, in the months between December and February each year (summer season), in which one sees that there is a very large change in the daily lives of its residents, because the coming of tourists and vacationers, mostly Curitiba -PR, all aiming to take advantage of this phase of three months to the fullest. The information collected from questionnaires by 66 volunteers living in Matinhos, one can identify many conflicts between them: the great difference in public investment in the stage of the season and the precariousness of resources showing off season for those who actually designed and resources for a life quality. It was observed become a highlight regarding the expectation of increased income in season, waiting for greater financial gain, greater job offers and service qualities, ie this potentiation of resources whether tourism as the state makes the residents satisfaction with the myth of the season, was blinded by the lack of this, so if satisfying with minimal off-season. So that in fact there is a change and that residents along with tourists can have a harmonious relationship and social welfare, and necessary to break paradigms between them and a strong popular mobilization in every way, whether: the relationship between them, the largest collection and action towards their rulers in public improvements, a point of articulation perception to all necessary sectors and agencies, seeking improvements to local reality.
