Desenvolvimento humano a partir da abordagem das capacitações : o caso de mulheres de Encantadas, Ilha do Mel/PR

Abstract

Resumo: Esta pesquisa investiga as capacitações de mulheres da comunidade de Encantadas, na Ilha do Mel, a partir da Abordagem das Capacitações - AC de Sen (2000) e de Nussbaum (2000). A ampliação das capacitações humanas, segundo Sen (2000), refere-se às liberdades dos indivíduos em decidirem sobre suas próprias vidas e assim contribuir com o desenvolvimento da sociedade. Nussbaum (2000) discute que, as capacitações humanas básicas possibilitam condições dignas de vida aos indivíduos. O objetivo geral desta pesquisa é avaliar as capacitações de mulheres da comunidade de Encantadas, Ilha do Mel. Para tal, têm como objetivos específicos: 1) Avaliar as liberdades instrumentais nas dimensões de saúde, educação, economia e política; 2) Avaliar as liberdades substantivas a partir dos funcionamentos valorados realizados e não realizados; e 3) Descrever a condição de agência de mulheres da comunidade de Encantadas, Ilha do Mel sobre suas vidas. A metodologia da pesquisa é de caráter qualitativo (MARTINS, 2004) e o instrumento utilizado para a coleta de dados foi a entrevista (GIL, 2008). A delimitação da amostra ocorreu por meio de uma amostragem estratificada não proporcional (GIL, 2008; SAMPAIO; LYCARIÃO, 2021) com método de saturação (FONTANELLA; RICAS; TURATO, 2008). A unidade-caso da pesquisa foram mulheres com idade superior a 18 anos participantes das atividades produtivas do turismo e pesca, residentes na Ilha do Mel. As entrevistas ocorreram pelo questionamento da pesquisadora às participantes que posteriormente foram analisadas através da técnica Análise de Conteúdo (SAMPAIO; LYCARIÃO, 2021) e da Interseccionalidade (KYRILLOS, 2020). As dimensões de análise da pesquisa são derivadas da Abordagem das Capacitações apontadas por Sen (2000) e Nussbaum (2000), tratando das liberdades instrumentais e substantivas das mulheres a partir das dimensões: social, econômica e política. Os resultados apresentam que as Entrevistadas consideram ter a condição de agência para realizarem os funcionamentos que valoram, especificamente em relação ao local de moradia, às facilidades econômicas, à participação política, à maternidade, mas reconhecem que algumas escolhas são adaptadas pelo local onde vivem e pelas oportunidades que lhe estão disponíveis, como o acesso à saúde e educação.

Abstract: This research investigates the capabilities of women in the Encantadas community on Ilha do Mel, based on the Capabilities Approach (CA) of Sen (2000) and Nussbaum (2000). The expansion of human capabilities, according to Sen (2000), refers to the freedom of individuals to decide on their own lives and thus contribute to the development of society. Nussbaum (2000) argues that basic human capabilities enable individuals to live in decent conditions. The general aim of this research is to assess the skills of women in the community of Encantadas, Ilha do Mel. To this end, the specific objectives are: 1) To assess instrumental freedoms in the dimensions of health, education, economics and politics; 2) To assess substantive freedoms based on valued realized and unrealized functions; and 3) To describe the condition of agency of women from the community of Encantadas, Ilha do Mel over their lives. The research methodology is qualitative (MARTINS, 2004) and the instrument used for data collection was the interview (GIL, 2008). The sample was delimited using a nonproportional stratified sample (GIL, 2008; SAMPAIO; LYCARIÃO, 2021) with a saturation method (FONTANELLA; RICAS; TURATO, 2008). The case-unit of the research were women over the age of 18 participating in the productive activities of tourism and fishing, living on Ilha do Mel. The interviews were conducted by the researcher questioning the participants, who were then analyzed using the Content Analysis technique (SAMPAIO; LYCARIÃO, 2021) and Intersectionality (KYRILLOS, 2020). The dimensions of analysis of the research are derived from the Capabilities Approach pointed out by Sen (2000) and Nussbaum (2000), dealing with women's instrumental and substantive freedoms from the social, economic and political dimensions. The results show that the interviewees consider they have the agency to carry out the functions they value, specifically in relation to where they live, economic facilities, political participation and motherhood, but they recognize that some choices are adapted by where they live and the opportunities available to them, such as access to health and education.
