O desenho urbano e a prevenção do crime no centro de Curitiba

Abstract

Resumo : O presente trabalho trata da influência do Desenho Urbano na prevenção da criminalidade no bairro Centro da cidade de Curitiba. O interesse pelo tema surgiu primeiramente do questionamento sobre a veracidade de tal influência, para em seguida, a partir de sua aceitação, focar-se nos níveis de abrangência, características e implicações. Partindo do princípio que o ambiente físico das cidades apresenta características que podem tanto facilitar quanto inibir práticas delitivas, considera-se que o desenho urbano possua influência nos níveis criminais de tal área. Desta forma, o comportamento individual, como produto da interação entre pessoa e ambiente em que vive, configura o crime – comportamento do delinquente – como sendo também resultado desta dinâmica. O objetivo da pesquisa é, portanto, analisar a relação entre o desenho urbano e a criminalidade em Curitiba, como forma de embasar a intervenção a ser proposta numa próxima etapa. Chega-se à escolha do bairro central pelas altas taxas de ocorrências criminais registradas na região, das quais a grande maioria refere se a crimes realizados contra o patrimônio relacionados, principalmente, a furtos e roubos. Tal tipologia de crimes foi escolhida para análise por tratar-se da mais significativa em relação às oportunidades delitivas oferecidas pelo ambiente construído. Chega-se então à constatação que, antes de tudo, a análise das formas de apropriação, dos usos e das funções dos espaços públicos, é indispensável no estudo dos fatores de desfiguração relacionados ao crime e ao sentimento de insegurança nas cidades. Observa-se também que a redução focalizada das oportunidades criminais pode produzir declínios ainda mais amplos nos índices, pois medidas preventivas aplicadas em uma área delimitada do território podem difundir os benefícios para locais e horários próximos

Abstract : This work discusses the influence of Urban Design in crime prevention in the center neighborhood of Curitiba. The interest in the subject first emerged from questioning the veracity of such influence, then from your acceptance, focusing on levels of scope, characteristics and implications. Assuming that the physical environment of cities has characteristics that can both inhibit as facilitate the criminal offense practice, it is considered that the urban design has influence on the criminal levels of such area. Thus, individual behavior, as a product of the interaction between person and environment in which he lives, configures the crime - delinquent behavior - as well as being a result of this dynamic. The objective of the research is therefore to analyze the relationship that exists between urban design and crime in Curitiba, as a way of basing the intervention being proposed as a next stage. The central district was chosen by high rates of recorded criminal incidents in the area, the vast majority of which refer to crimes carried out against property mainly related to thefts and robberies. This type of crime has been chosen for analysis because it is the most significant in relation to criminal opportunities offered by the built environment. Noting that, first of all, the analysis of the forms of ownership, the uses and functions of public spaces are essential in the study of disfigurement factors related to crime and fear of crime in the cities. And, it is also observed that the focused reduction of criminal opportunities can produce even larger declines in the indexes because the preventive measures applied on a local broadcast benefits for nearby locations and times
