Produção de habitação de interesse social em Curitiba pelo programa minha casa minha vida entre 2009 e 2012

Abstract

Resumo : O presente trabalho busca analisar o funcionamento e a produção do programa governamental "Minha Casa Minha Vida" (PMCMV), bem como a relação entre a produção do espaço de Curitiba e dos empreendimentos executados na primeira fase do programa para as Faixa 1 e 2. Inicialmente se organiza a fundamentação teórica, que embasará a elaboração de um plano de gestão do solo urbano articulado à política habitacional do município. O trabalho está estruturado em cinco etapas. Inicia com uma reflexão histórica e conceitual a respeito da moradia social no Brasil, tendo como foco o início da intervenção estatal no enfrentamento da questão habitacional. Em seguida apresenta-se o PMCMV, e se organiza a reflexão de autores que analisaram o primeiro milhão de unidades habitacionais entregues no território brasileiro. Na sequência, são analisados três estudos de caso de projetos correlatos, com o objetivo de identificar similaridades e aspectos positivos e negativos relativos a cada um, que possam ser aplicados em Curitiba. Na penúltima etapa apresenta-se a leitura da realidade de Curitiba, através da análise da produção habitacional vinculada ao programa no município. A monografia finaliza com a explicitação das diretrizes projetuais a serem adotadas na elaboração do projeto de gestão do solo urbano

Abstract : This paper seeks to analyze the operation and production of the government program "Minha Casa Minha Vida" (PMCMV), as well the relationship between the production of space in Curitiba and the implementation of projects executed in the first phase of the program for Track 1 and 2. Initially organizes the theoretical framework that form the basis for the preparation of a management plan for urban land articulated the city's housing policy. The work is divided into five stages. Begins with a historical and conceptual reflection about social housing in Brazil, focusing on the early state intervention in addressing the housing issue. Then we present the the PMCMV and organizes reflection of authors who analyzed the first million housing units delivered in the Brazilian territory. Following, are analyzed three case studies of related projects, with the aim of identifying similarities and positives and negativesaspects for each one that can be applied in Curitiba. The penultimate step shows the reading of the reality of Curitiba, through the analysis of housing production program linked to the municipality.
