Equipes técnicas de acolhimento institucional e avaliação de impossibilidade de reinserção na família de origem

Resumo: Quando são violados os chamados direitos fundamentais de crianças e adolescentes e considera-se que estes possam estar em risco caso se mantenham em seu núcleo familiar devido à estarem sofrendo algum tipo de violência, é aplicada pelo judiciário uma medida de proteção que determina seu acolhimento, em caráter excepcional e provisório. Após essa medida, a criança poderá retornar para sua família de origem ou, caso esgotada esta possibilidade, ser encaminhada para família substituta (adoção). A questão central que se buscou aprofundar nesta pesquisa trata da atribuição das equipes técnicas dos serviços de acolhimento institucional para crianças e adolescentes nesse processo de avaliação das (im)possibilidades de reinserção destes em sua família de origem. Embora a decisão de destituição do poder familiar seja uma atribuição do judiciário, seu fundamento considera, entre outros fatores, o que é transmitido pelas equipes a respeito de suas observações e resultados de intervenções da Rede de Proteção. Considerando a inexistência de um método claro para nortear essa avaliação das famílias, e mesmo a pouca teorização e compartilhamento a respeito deste estágio do acolhimento, buscou-se responder à seguinte pergunta de pesquisa: Como as equipes técnicas dos Serviços de Acolhimento Institucional avaliam estarem esgotadas as possibilidades de reinserção da criança ou adolescente na família de origem? Para responder à esta questão, foi realizada pesquisa de campo qualitativa utilizando entrevista semiestruturada com seis técnicos (três assistentes sociais e três psicólogos) que atuavam há pelo menos um ano em instituições de acolhimento e que já atuaram em casos de destituição do poder familiar. Abstract: When the so-called fundamental rights of children and adolescents are violated and it is considered that they may be at risk if they remain in their family nucleus because they are suffering from some type of violence, a protective measure is applied by the judiciary that determines their shelter, on an exceptional and temporary basis. After this measure, the child may return to his/her family of origin or, if this possibility is exhausted, be sent to a substitute family (adoption). The central issue that we sought to explore in this research is the attribution of the technical teams of the institutional shelter services for children and adolescents in this process of evaluating the (im)possibilities of their reinsertion in their family of origin. Although the decision to remove the family power is an attribution of the judiciary, its basis considers, among other factors, what is transmitted by the teams regarding their observations and results of interventions in the Protection Network. Considering the inexistence of a clear method to guide this assessment of families, and even the little theorizing and sharing about this stage of foster care, we sought to answer the following research question: How do the technical teams of the Institutional Foster Care Services assess that the possibilities of reinsertion of the child or adolescent into the family of origin are exhausted? To answer this question, qualitative field research was conducted using semistructured interviews with six technicians (three social workers and three psychologists) who had worked for at least one year in foster care institutions and had already worked in cases of removal of family power.
