Mapeamento da sustentabilidade nos municípios paranaenses : diagnósticos decorrentes da aplicação do Índice de Desenvolvimento Sustentável das Cidades – Brasil (IDSC-BR)

Resumo: Neste estudo foi realizado um mapeamento do atingimento dos Objetivos de Desenvolvimento Sustentável (ODS) nos 399 municípios do Paraná, utilizando a metodologia proposta pelo Índice de Desenvolvimento Sustentável das Cidades – Brasil (IDSC-BR), a qual engloba 88 indicadores que culminam em um índice para cada município, e assim, possibilitando ranqueá-los quanto ao grau de atingimento dos ODS. Os principais resultados encontrados apontam que o município mais sustentável do estado, atualmente, é Capanema, uma vez que atingiu a pontuação de 68,68 do total possível (100,00); e, no outro extremo, Rio Branco do Sul, como a cidade paranaense menos sustentável – pontuação de 38,81. Além disso, a região central do Paraná concentrou os municípios que obtiveram as menores pontuações no grau de atingimento dos ODS. No recorte por ODS, os mais próximos do desempenho ótimo no estado do Paraná foram: ODS 11 – Cidades e comunidades sustentáveis (89,52%), ODS 7 – Energia limpa e acessível (85,11%) e ODS 12 – Consumo e produção responsáveis (75,64). Por outro lado, os ODS que apresentaram mais dificuldades e têm um longo caminho para cumprir os compromissos propostos pela Agenda 2030 são: ODS 15 – Vida terrestre (16,83%), ODS 14 – Vida na água (26,02%) e ODS 17 – Parcerias e meios de implementação (33,25%). Ademais, ao classificar os municípios por porte populacional, infere-se que quanto maior o município, melhor ele se sai nos ODS com dimensões dominantes sociais (ODS 1 – Erradicação da pobreza, ODS 6 – Água potável e saneamento e ODS 7 – Energia limpa e acessível); ambientais (ODS 12 – Consumo e produção responsáveis, ODS 13 – Ação contra a mudança global do clima, ODS 14 – Vida na água e ODS 15 – Vida terrestre); econômicas (ODS 8 - Trabalho decente e crescimento econômico); e políticas e institucionais (ODS 17 – Parcerias e meios de implementação). Abstract: In this study, a mapping of the achievement of the Sustainable Development Goals (SDGs was carried out in the 399 municipalities of Paraná, using the methodology proposed by the Sustainable Development Index of Cities - Brazil (IDSC-BR), which encompasses 88 indicators that culminate in an index for each municipality, and thus making it possible to rank them in terms of the degree of achievement of the SDGs. The main results found indicate that the most sustainable municipality in the state, currently, is Capanema, since it reached a score of 68.68 of the possible total (100.00); and, at the other extreme, Rio Branco do Sul, as the least sustainable city in Paraná (score of 38.81). On the other hand, the SDGs that presented the most difficulties and have a long way to go to meet the commitments proposed by the 2030 Agenda are: SDG 15 – Life on land (16.83%), SDG 14 – Life below water (26.02%) and SDG 17 – Partnerships for the goals (33.25%). Furthermore, when classifying municipalities by population size, it is inferred that the larger the municipality, the better it performs in the SDGs with dominant social dimensions (SDG 1 – No poverty, SDG 6 – Clean water and sanitation, and SDG 7 – Affordable and clean energy); environmental (SDG 12 – Responsible consumption and production, SDG 13 –Climate action, SDG 14 – Life below water, and SDG 15 – Life on land); economic (SDG 8 - Decent work and economic growth); and political and institutional (SDG 17 – Partnerships for the goals).
