O dinheiro nas eleições de 2008, 2012 e 2016 : quanto maior o município maior a influência

Abstract

Resumo: O presente trabalho faz uma análise da relação existente entre financiamento, desempenho e sucesso eleitoral dos candidatos ao cargo de vereador nos pleitos de 2008, 2012 e 2016 em 5.108 municípios brasileiros com menos de 50 mil eleitores. Apesar de sua fundamental importância para entender o processo eleitoral em que nasce a democracia, nas eleições subnacionais, o financiamento eleitoral nos municípios tem sido pouco explorado na bibliografia política, o que torna esse trabalho uma contribuição inovadora, para os estudos sobre as disputas no Legislativo municipal e suas particularidades. O banco de dados utilizado para as análises têm origem no Tribunal Superior Eleitoral (TSE) e para manipulação de dados foi usado o pacote estatístico R, além de buscas e revisões bibliográficas. Os resultados obtidos corroboram a afirmação de que existe uma relação relativamente moderada entre dinheiro, voto e sucesso eleitoral nos três pleitos pesquisados e também que o tamanho do município exerce influência sobre o valor do investimento eleitoral. Descobriu-se que quanto maior o município, maior será a relação entre dinheiro e voto. A incidência de resultados padronizados nos pleitos em determinadas regiões e estados sugere que outros fatores além do dinheiro estão relacionados e são influentes para o sucesso eleitoral.

Abstract: This paper analyzes the relationship between financing, performance and electoral success of candidates for the position of councilor in the elections of 2008, 2012 and 2016 in 5,108 Brazilian municipalities with less than 50,000 voters. Despite its fundamental importance to understand the electoral process in which democracy is born in subnational elections, electoral financing in municipalities has been little explored in the political bibliography, which makes this work an innovative contribution. It was found that the larger the municipality, the greater the relationship between money and vote. The incidence of standardized election results in certain regions and states suggests that factors other than money are related and influential in electoral success.
