A balbúrdia na educação : uma análise de enquadramento do Estadão durante a crise de 2019 no MEC

Abstract

Resumo: A presente pesquisa busca analisar as notícias sobre o momento de crise na educação no Brasil em 2019. O objetivo principal desta dissertação é compreender como o jornal O Estado de S. Paulo (Estadão), em sua versão digital, enquadrou os três atos executivos do Ministério da Educação (MEC): o corte de verbas, a busca pela implantação do programa Future-se e a tentativa da fusão entre Capes e CNPq. A pergunta que norteia esta pesquisa é: a partir da orientação editorial conservadora e pró-mercado do Estadão, como o jornal enquadrou a crise na educação no ano de 2019? Foram coletadas 74 matérias do jornal durante o período e a análise foi realizada sob a luz da teoria do enquadramento noticioso proposto por Robert Entman (1993). Também procura-se identificar quais foram os enquadramentos construídos a respeito do tema, quais foram as fontes ouvidas pelos jornalistas que produziram as notícias e como essas fontes direcionaram o enquadramento realizado pelo jornal. Em seus resultados, a pesquisa mostrou que o Estadão aborda as notícias sobre a crise na educação de 2019 a partir dos enquadramentos das escolhas das fontes, embora o enquadramento na sua maioria seja contrário às posições das fontes, indicando que elas eram consultadas para serem confrontadas.

Abstract: This research seeks to analyze the news about the crisis in education in Brazil during 2019. The main goal of this dissertation is to understand how the newspaper O Estado de S. Paulo (Estadão), in its digital version, framed the three executive acts of the Ministry of Education (MEC): the cut offs in the budget, the search for the implementation of Future-se program and the attempt of fusing Capes and CNPq.The question that guides this research is: from the conservative and pro-market editorial orientation of Estadão, how did the journal framed the crisis in education in 2019? 74 newspaper articles were collected during the period and an analysis was carried out in the light of the news framing theory proposed by Robert Entman (1993). It also seeks to identify which were the frameworks around the topic, which were the news sources heard by the journalists that produced the news and how these sources directed the framework carried by the newspaper. In its results, the research showed that the Estadão approaches the news about the crisis from the frame of the choice of sources, even though mostly of the framing is against the sources position, indicating that their were consulted to be confronted.
