O Estado social de igualdade e o regime político democrático em Alexis de Tocqueville

Abstract

Resumo: Esta dissertação de mestrado pretende investigar sobretudo a relação entre Sociedade e Estado. A sociedade sob a perspectiva de Tocqueville enquanto corpo coletivo democrático, ou igual. A igualdade é entendida pelo autor como um "fato social". Tocqueville chama de estado social de igualdade de condições a conjuntura política organizacional do povo americano por ele encontrado à época de sua visita aos EUA. Já o Estado, visto pelo autor como resultado das condições da sociedade, sendo este, instituição arquitetada dentro de parâmetros democráticos de igualdade e liberdade, pelo próprio povo, que se auto governa, não apenas como instituições ou órgãos de governo. O filósofo francês desenvolve essa teoria na obra A Democracia na América, resultado de uma viagem que fez aos Estados unidos em 1830. A discussão que se pretende nesta pesquisa, é, em primeiro lugar, apresentar a concepção de estado social e democracia de Tocqueville, prioritariamente na obra aqui citada, e diz respeito à investigação sobre em que medida o estado social de uma nação determina o surgimento de sua democracia. Em outros termos, dispomo-nos a indagar as características tidas como imprescindíveis para que o estado social americano, por exemplo, naquele contexto e naquela época, inaugurasse uma democracia efetiva. Em seguida, procurar-se-á esclarecer as hipóteses causais sobre certa conjuntura sócio política que tem como pressuposto a igualdade de condições, resguardada a liberdade política de cada indivíduo para o processo-regime democrático. Após justificadas todas estas engrenagens que formatam o retrato da democracia como regime político, avançar-se-á nas indagações sobre em que medida a democracia, conforme o conceito tocquevilleano, poderá ter lugar nos Estados-nações onde a premissa de igualdade não está posta em sua gênese e que encontram-se cada dia mais desiguais. Abstract: This work intends to investigate the relationship between Society and the State. The society under the perspective of Tocqueville as a collective, democratic body, or equal. Equality is understood by the author as a "social fact." Tocqueville calls the organizational political conjuncture of the American people he encountered at the time of his visit to the United States by the social state of equality of conditions. The State, seen by the author as a result of the conditions of society, is this institution, built within democratic parameters of equality and freedom, by the people themselves, which governs itself, not as instructions or government agency only. The French philosopher develops this theory in The Democracy in America, the result of a trip he made to the United States in 1830. The discussion intended in this research is, firstly, to present Tocqueville's conception of social state and democracy, primarily in the work cited here, and concerns the investigation into the extent to which the social state of a nation determines the emergence of its democracy. In other words, we are willing to investigate the characteristics considered essential for the American social state, for example, in that context and at that time, to inaugurate an effective democracy. Next, it will be tried to clarify the causal hypotheses on a certain socio-political conjuncture that assumes the equality of conditions, safeguarding the political freedom of each individual for the democratic process and regime. After justifying all these gears that shape the portrayal of democracy as a political regime, we will advance inquiries about the extent to which democracy, according to the Tocquevillean concept, it may take place in nation-estates where the premise of equality is not put in their genesis is that find themselves more and more unequal.
