Produção do espaço e periferização na metrópole : uma análise a partir do mercado formal de moradia popular em Fazenda Rio Grande/PR

Resumo: O presente trabalho analisa a produção da moradia popular ofertada pelo mercado formal em Fazenda Rio Grande, porção sul da metrópole de Curitiba, tendo como base o período das últimas quatro décadas. A partir disso e considerando a indissociabilidade entre metropolização e periferização, busca-se compreender como a expansão periférica implica na produção e estruturação do espaço metropolitano e se relaciona com a reprodução do capital imobiliário na metrópole. Para tanto, foram levantados dados sobre loteamentos e condomínios em Fazenda Rio Grande, bem como dos responsáveis por sua implantação. Além de outros dados secundários, como censos demográficos, legislação municipal, doações a campanhas e leilões, realizaram-se entrevistas com moradores, empresários, ex-vereadores, ex-prefeitos e servidores. Os resultados obtidos evidenciaram a relevância do mercado formal para a expansão periférica nessa parte da metrópole, distinguindo-a de outras em que os espaços informais de moradia se destacam e conduzem o processo. No caso analisado, a periferia se coloca como oportunidade de negócios, através da exploração de um nicho específico, a moradia popular, sobretudo para capitais locais/regionais. A pesquisa também demonstrou a importância da proximidade entre parte da classe política local e pessoas ligadas ao setor imobiliário para a expansão e a consolidação desse vetor de expansão ao longo do tempo. Do mesmo modo, foi possível identificar a adaptação e a mudança de estratégias por parte de incorporadores conforme o momento, além da formação de grupos empresariais. Em relação aos empreendimentos, verificou-se a emergência dos condomínios fechados na periferia, um modelo que busca reproduzir um certo tipo de moradia, porém, reduzindo-o e adaptando-o às condições existentes nos espaços periféricos. Por sua padronização e produção em massa, revela a elevação da moradia à uma mercadoria. Por fim, o desenvolvimento da pesquisa corroborou a tese de que a produção formal da moradia popular periférica é condição, meio e resultado da contínua produção desigual do espaço metropolitano pautada nos interesses capitalistas, revelando o papel de Fazenda Rio Grande na estruturação da metrópole. Abstract: The present work analyzes the production of the popular housing offered by the formal market in Fazenda Rio Grande, south area of the metropolis of Curitiba, based on the period of the last four decades. From this and considering the indissociability between metropolization and peripheralization, it is sought to understand how the peripheral expansion implies in the production and structuring of the metropolitan space and is related to the reproduction of real estate capital in the metropolis. For this, data were collected on allotments and condominiums in Fazenda Rio Grande, as well as those responsible for its implementation. In addition to other secondary data, such as demographic censuses, municipal legislation, donations to campaigns and auctions, interviews were conducted with residents, businessmen, exaldermen, former mayors and public workers. The results obtained evidenced the relevance of the formal market for the peripheral expansion in this part of the metropolis, distinguishing it from others in which the informal housing spaces are more important and lead the process. In the case analyzed, the periphery stands as a business opportunity, through the exploitation of a specific niche, the popular housing, especially for local/regional capitals. The research also demonstrated the importance of the proximity between part of the local political class and people of the real estate sector for the expansion and consolidation of this expansion vector over time. Also, it was possible to identify the adaptation and the change of strategies by the incorporators according to the moment, besides the formation of business groups. In relation to the real estate developments, the emergence of the condominiums closed in the periphery, a model that seeks to reproduce a certain type of housing, but reducing it and adapting it to the conditions existing in the peripheral spaces.
