Segurança e defesa na América do Sul : reflexões sobre a atuação das forças armadas no século XXI

Abstract

Resumo: A presente pesquisa tem como objetivo central analisar como o papel das Forças Armadas (FFAA) na América do Sul mudou e vem sendo tratado diante do contexto de redemocratização. O tema é trabalhado a partir de uma discussão conceitual sobre Segurança e Defesa, ressaltando as dificuldades em se definir exatamente o que é segurança e defesa; pelo fato de esses conceitos dependerem da interpretação dos sujeitos que o utilizam; dos diferentes usos, portanto, que esses conceitos podem ter na prática; por meio do delineamento dos panoramas de segurança em escala global e regional, nos períodos da Guerra Fria e no Pós Guerra Fria; destacando os períodos de Ditadura e o período de redemocratização; e por fim, explicitando algumas particularidades sobre a atuação das FFAA nos países selecionados para estudo de caso (Argentina, Colômbia e Brasil). Constata-se que o emprego das Forças Armadas se dá, na atualidade, basicamente de três formas distintas: atuação estritamente militar como em guerras formais estatais; policização das FFAA, empregadas em assuntos considerados de ordem interna, no âmbito da segurança pública; e uma forma mista, abrindo-se a possibilidade de utilização na segurança pública em casos específicos. Ao longo da pesquisa verificou-se, nos estudos de caso realizados que a atuação das FFAA na América do Sul não é única, ocorrendo muitas diferenças entre os países, seja por conta das diferenças históricas relacionadas à ocorrência ou não de ditaduras militares durante a Guerra Fria, como também - nos países em que ocorreram ditaduras - pelas diferenças entre as transições desses regimes para a redemocratização. Além disso, se conclui que, apesar de não ser elemento suficiente para explicar em sua totalidade a dificuldade de uma Política de Segurança e Defesa comuns na América do Sul, esses diferentes papéis das forças constituem um dos obstáculos para essa consolidação.

Abstract: The present research has as main objective to analyze how the role of the Armed Forces in South America has changed and has been treated in the context of redemocratization. The theme is based on a conceptual discussion about Security and Defense, highlighting the difficulties in defining exactly what is security and defense; by the fact that these concepts depend on the interpretation of the subjects who use it; of the different uses, therefore, that these concepts can have in practice; by outlining security scenarios on a global and regional scale during the Cold War and Post Cold War periods; highlighting the periods of dictatorship and the period of redemocratization; and finally, explaining particularities about the work of the armed forces in the countries selected for case study (Argentina, Colombia and Brazil). It can be seen that the use of the Armed Forces is given, at present, basically in three distinct ways: strictly military action as in formal state wars; Policing of the Armed Forces, used in matters considered of internal order, in the ambit of public security; And a mixed form, opening up the possibility of use in public safety in specific cases. Throughout the research, it was verified in the case studies conducted that the work of the armed forces in South America is not unique, occurring many differences between the countries, either because of the historical differences related to the occurrence or not of military dictatorships during the Cold War, as also - in countries where dictatorships occurred - by the differences between the transitions of these regimes to redemocratization. In addition, it is concluded that, although it is not sufficient to explain in full the difficulty of a Common Security and Defense Policy in South America, these different roles of forces constitute one of the obstacles to this consolidation.
