Retrato atualizado da política pública de saúde mental no município de Paranaguá, PR

Abstract

Resumo: A presente pesquisa tem por objeto de estudo a compreensão da Política Pública de Saúde Mental em Paranaguá - PR, com ênfase na integralidade do cuidado e efetividade assistencial no espaço territorial do litoral do Paraná. Apoia-se na literatura de Saúde Mental (Foucault, Szasz, Amarante, Campos e Domitti, Chiaverini, Souza, Silva, Yasui), de Políticas Públicas (Kingdon, Chrispino, Lotta, Matheus), de Território (Saquet e Dematteis) e em documentos da Saúde navegando por conceitos de rede, poder e território para problematizar o processo de redes de atenção e matriciamento em saúde mental e conhecer a situação regional. Utiliza metodologia qualitativa, com entrevistas semi-estruturadas (Minayo, 2004 e 2008) com profissionais da rede de saúde mental, análise documental (atas do Comitê Intersecretarial de Saúde Mental da 1ª Regional de Saúde em Paranaguá e toda a legislação de saúde mental principalmente as seguintes: Lei 8.080 de 1990 - estrutura o SUS; a Lei federal nº 10.216 de 2001 - Lei da reforma psiquiátrica; a Portaria GM 336 de 2002 - Dispõe sobre os Centros de Atenção Psicossocial - CAPS; e a Portaria nº 3.088 de 2011 - que institui a Rede de Atenção Psicossocial - RAPS) e estratégia de grupo focal (Morgan, 1997) com agentes comunitários de saúde (ACS). O objetivo é a compreensão do momento atual da Política de Saúde Mental no município em relação ao modelo de atenção (biomédico, psicossocial ou saúde comunitária), as conquistas e desafios e a análise comparativa entre os dados coletados e a legislação de saúde mental vigente. Paranaguá apresenta avanços importantes na atenção em saúde mental, sobretudo, com investimentos na Atenção Primária em Saúde, mas enfrenta desafios quanto ao alinhamento com a Política de Saúde Mental na disposição de equipamentos e na relação estabelecida entre os mesmos enquanto rede com foco no cuidado integral e resolutivo em saúde mental. Abstract: This research has as object of study the understanding of Public Policy on Mental Health in Paranaguá - PR, with emphasis on the completeness of the care and welfare in the territorial space effectiveness of the coast of Paraná. Based on Mental health literature (Foucault, Szasz, Amarante, Campos and Domitti, Chiaverini, Souza, Silva, Yasui), Public Policy (Kingdon, Chrispino, Lotta, Matheus), Territory (Saquet and Dematteis) and in health documents by browsing by concepts of network, power and territory to discuss the process of attention networks and matricial work in mental health. Uses qualitative methodology, with semi-structured interviews (Minayo, 2004 and 2008) with professionals in the mental health network, analysis of documents (proceedings of the Intersecretarial Committee on Mental health of the 1st Regional Health in Paranagua and any mental health legislation mainly the following: the law of 1990 8.080 - structure in the SUS; the federal law nº 10.216 of 2001 - law of psychiatric reform; the Ordinance of 2002-336 GM Offers on day-care centres - CAPS; e and Ordinance nº 3.088 of 2011- establishing the psychosocial care network - RAPS) and focal group strategy (Morgan, 1997) with community health agents (ACS). The goal is the understanding of the current moment of Mental health policy in the municipality with respect to the model of attention (biomedical, psychosocial or community health), the achievements and challenges and the comparative analysis between the data collected and the mental health legislation in force. Paranaguá presents important advances in mental health attention, especially with investments in primary health care, but facing challenges with regard to alignment with the Mental health policy on disposal of equipment and the relationship established between the same while focusing on the integral care network and resolutivo in mental health.
