Tempo de indicar caminhos : o serviço de orientação educacional no Colégio Estadual do Paraná (1968-1975)

Abstract

Resumo: Durante o período da Ditadura Militar houve mudanças na legislação educacional, a maior parte delas aconteceu através da Lei 5.692 de 1971. Seu artigo nº 10 veio fixar a obrigatoriedade do Serviço de Orientação Educacional nas escolas, estabelecendo a inclusão do aconselhamento vocacional. O Serviço de Orientação Educacional além de envolver diferentes sujeitos do processo educativo (alunos, professores e pais), tinha a função de orientar os alunos à escolha de uma profissão. Neste ambiente, o presente estudo procura compreender como o Colégio Estadual do Paraná, considerado uma instituição educacional de referência na cidade de Curitiba, lidou com as determinações da Lei 5.692/71 no que se refere ao Serviço de Orientação Educacional, atendimento que ele já oferecia antes da obrigatoriedade da lei. Para atender tal intuito, delimitou-se o recorte temporal de 1968 a 1975, sendo este um período de transição e adaptação/implementação da nova lei. Pretende-se ainda: conhecer quais foram as mudanças que a Lei de 1971 trouxe para a Orientação Educacional; analisar as formas de atuação do Serviço de Orientação Educacional (SOE) do CEP; verificar como os projetos do SOE atendiam às orientações da Lei. Este trabalho está dividido em três capítulos. No primeiro capítulo verifica-se como surgiu a Orientação Educacional através do processo de industrialização nos Estados Unidos do início do século XX, e as normatizações da legislação brasileira em relação à Orientação Educacional. O segundo capítulo apresenta as funções e atividades da Orientação Educacional no Colégio Estadual do Paraná em dois momentos, separados pela Lei 5.692/71 (1968 a 1970 e 1971 a 1975). O terceiro capítulo traz uma análise mais ampliada das estratégias de ação desenvolvidas pela Orientação Educacional do Colégio Estadual do Paraná.

Abstract: During the period of Military Dictatorship brought changes in the educational law, most of them happened throught the Law # 5.692, by 1971. The article # 10 determined the obligation of the Educational Counseling Service in the schools, stablishing the inclusion of vocational couseling. This service, that involves different people in the educational process (student, teachers and parents), had the function of to direct students to choose a profession. In this enviromental, this dissertation intents understand how Colégio Estadual do Paraná (CEP), considered a reference educational institution at Curitiba, worked with the determinations of the Law # 5.692/71 with reference to the Educational Counseling Service, that yet had offered before the law obligatoriness. To correspond to intent, delimited the temporal cut-off by 1968 to 1975, this transitional period and adaptation/implementation for this new law. This dissertation still intend: to know what were the changes that the 1971 law brought to the Educational Counseling Service; to analize the atuation forms by Educational Counseling Service by CEP; to verify how the SOE projects corresponded to the law orientations. This dissertation is divided in chapters. In the first chapter, it verifies how the Educational Counseling appeared trought the industrialization process in the United States in the beginning of the 20th century, and the brazilian legal normalizations relative to this service. The second chapter shows the Educational Counseling functions and activities at the CEP in two different moments, disconnected for the Law #5.692/71 (1968 to 1970 and 1971 to 1975). The third chapter brought an amplified analisis by the action strategies developed by the CEP Educational Counseling.
